    Description:
    Environment and Climate Change Canada requires high-quality chemical analysis of chlorhexidine in raw influent, treated effluent, and environmental waters impacted by these discharges as part of monitoring programs on the occurrence and fate of chemical substances in municipal wastewater and surface water. Using a validated analytical method as per Canadian Association for Laboratory Testing. 2017. P07:2017 – CALA Application of Requirements in ISO/IEC 17025:2017, Revision 1.5, Sept. 30, 2020, the Contractor must conduct high-quality chemical analysis of chlorhexidine in raw influent, treated effluent, and environmental waters impacted by these discharges as part of monitoring programs on the occurrence and fate of chemical substances in municipal wastewater and surface water.

    1. Summary

    Environment and Climate Change Canada has a requirement for Analysis of Chlorhexidine (CAS RN 55-56-1) in Industrial Effluents, Municipal Wastewater Treatment Plant (WWTP) Influents and Effluents, and Surface Water, as detailed in the Statement of Work, Annex A to the bid solicitation. The period of the contract is for one calendar year from the Contract Award Date. Any resulting contract will include an irrevocable option to extend the resulting contract term by up to three additional one-year periods under the same conditions.

    2. Security

    There are no security requirements associated with this solicitation.

    3. Integrity Provisions

    Bidders must provide a list of names, or other related information as needed, pursuant to section 01 Integrity Provisions of Standard Instructions 2003

    4. Service Requirements

    For services requirements, bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation.

    5. Trade Agreements

    The requirement is subject to the provisions of the “Canadian Free Trade Agreement (CFTA), the Canada–Chile Free Trade Agreement, the Canada–Colombia Free Trade Agreement, the Canada–Honduras Free Trade Agreement, the Canada–Korea Free Trade Agreement, the Canada–Panama Free Trade Agreement, and the Canada-Peru Free Trade Agreement.

    6. Debriefings

    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

    7. Official Languages

    Environment and Climate Change Canada provides procurement services in both official languages. Bidders may submit a bid in the official language of their choice.
