Description of the Requirement:
Indigenous Services Canada (ISC) has a requirement for the provision of resources for IT Business, Innovation, Transformation, Project Management, Human Resources, and Instructional/ Training resources. These resources will contribute to:
• the functional development, maintenance and production support for IAB Systems;
• the Information Management Branch, as well as their related systems;
• any new systems that may come under development, and related work;
• enhancing ISC’s ability to manage its programs and report results efficiently, while reducing administrative burden for recipients; and,
• improving service delivery to clients and optimizing internal operations.
The services are required on an "as-and-when-requested basis" using a Task Authorization (TA) process.
Security:
There are security requirements associated with this requirement. Please note that SA Holders do not need to have the required clearance to submit a bid. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 – Resulting Contract Clauses. Applicable Trade Agreements:
This procurement is set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.
This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples.
Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.
Proposed period of contract:
The proposed period of contract shall be from date of contract award to end of 2 years.

Inquiries regarding this Request for Proposal (RFP) requirement must be submitted to the Contracting Authority named above. RFP documents will be e-mailed directly by the Contracting Authority to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement. BIDDERS ARE ADVISED THAT “CANADABUYS.CANADA.CA” ” IS NOT RESPONSIBLE FOR THE DISTRIBUTION OF SOLICITATION DOCUMENTS. The Crown retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language.
Debriefings:
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
