This Request for Proposals (RFP) is issued by invitation only by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection, and Government Services - Capital Project Planning and Delivery (“CPPD”) on behalf of the Louis Riel School Division and the Seven Oaks School Division (“Owners”) to Proponents to submit Proposals for services for one or more of three projects.
Project #1 – Sage Creek / Bonavista, Louis Riel School Division - a new K-8 French Immersion School, designed with an opening capacity for 700 students and a core capacity for 900 students. The school will be approximately 92,980 sq. ft. gross including classroom spaces, a band room, home economic and industrial arts spaces, physical fitness programme spaces, and ancillary spaces. Site design and layout of the school to include an alternate design of an additional 10,955 sq. ft. (8 classrooms, circulation and ancillary space) to accommodate the full build out for 900 students. In addition, the scope of work will include design and construction of a new 74 seat child care to be designed within the main building mass, or as a stand alone facility on the school campus.
Project # 2 - Marion School Major Addition, Louis Riel School Division - Major Classroom Addition of approximately 36,000 sq. ft. gross including a new gymnasium, 8 regular classrooms, 2 kindergarten classrooms, 2 before-and-after rooms, and accompanying ancillary space. In addition, the scope of work will include design and construction of a new 74 seat child care to be attached to the school campus, and the renovation and sub-division of the existing small gymnasium into a multi-purpose room, plus code related systems upgrades to the existing facility.
Project # 3 - Precinct F, Seven Oaks School Division - A new K-8 Dual Track School located in the Precinct F area of Winnipeg, designed with an opening capacity for 700 students and a core capacity for 850 students. The school will be approximately 87,883 sq. ft. gross including classroom spaces, a band room, home economic and industrial arts spaces, physical fitness programme spaces, and ancillary spaces. Site design and layout of the school to include schematic placement of a future 6 classroom addition. In addition, the scope of work will include design and construction of a new 74 seat child care to be designed within the main building mass, or as a stand alone facility on the school campus.
Basis of renumeration will be a pre-established percentage fee as further described in Appendix 2. Evaluation of the proposals is as outlined in Appendix 3. If the proposal submitted is for more than one project, the proposal will be evaluated separately for each project. Proponents could be awarded multiple projects. Please refer to Part 2 Section 2.5 for ranking.
Deadline for submission of questions is October 25, 2022. All questions are to be submitted via email to cppdprocurement@gov.mb.ca.
Submission deadline is November 1, 2022 at 2:00:00 PM local time. Proposals must be submitted through MERX Electronic Bid Submission (“EBS”) System. No other form of Proposal submission will be accepted.
