The University of Guelph (the University) is issuing this Request for Proposal (RFP) to prospective Respondents to submit non-binding proposals for the provision of a Human Ethics Research Administration Software (HERAS), the first module to be procured within the implementation of a university wide Research Administration and Information Management System (RAIMS).
The University of Guelph is a research-intensive university. As a comprehensive university, our research enterprise spans disciplines from fine art to physics, with research strengths in the life and physical sciences, as well as the humanities, creative arts and social sciences. Research performance metrics indicate that the University operates at a level commensurate with larger U15 universities. With research funding of greater than $160M per year, we are a leading Canadian comprehensive University, especially as measured for research funding on a per faculty member or per graduate student basis.
The University prides itself on having a research enterprise that fulfils the ambition to improve life, by both creating knowledge and putting that knowledge into action to the benefit of humanity, fellow beings, and our planet. In keeping with this, our research enterprise is characterized by extensive partnership with the private sector and ranks 2nd nationally for Corporate Research Income amongst comprehensive universities.
Despite the breadth, strengths, impact, and future potential of our research and innovation, the University is challenged to manage research operations efficiently and effectively. Critically, researchers and staff do not have a shared research administration information management system (RAIMS) to manage approximately 2,500 funded research projects, 1,000 Human Ethics Protocols, and 300 funding agencies in any given year.
The University needs a RAIMS to strengthen the research enterprise, provide quality services to the research community and the necessary tools and systems for our staff to reduce administrative burden, support integrated planning and enhance our risk mitigation strategies. we aim to roll out the RAIMS system over a span of 3 years, beginning with the implementation of a HERAS Software.
It is the University’s intention to enter into the agreement with one legal entity.
The term of the agreement is to be for five (5) years, with three (3) optional one (1) year renewal terms.
The top-ranked proponent at the conclusion of evaluation will be invited to enter into negotiations for an agreement with the University.
All proposals submitted are to be in English only.

There will be no public opening of tenders for this RFP. The award of the RFP will be posted at the Portal.
This procurement is subject to Chapter Five of the Canadian Free Trade Agreement.
