    Description
    McMaster University is seeking to retain the services of a qualified General Contractor for construction and installation of McMaster University ET Clarke chiller#6 and invites qualified proponents to submit responses in accordance with the terms of this Request for Proposals  (hereafter referred to as RFP).
    The basic form of contract will be the CCDC 2 2020 modified by McMaster University. Refer
    to Appendix A for the Supplementary Conditions to Stipulated Price Contract (CCDC 2
    2020).

    McMaster University’s central plant known as E.T. Clarke Centre currently has a plan to address to install a new chiller to replace chiller# 6 that was recently demolished.
    McMaster has identified a Vendor of Record (chiller vendor) for the supply of a new chiller that meet the
    technical specifications and sound parameters required. The extent of the chiller vendor’s responsibility involves delivery to site, field assembly and joint testing and commissioning activities. The General Contractor will be required to carry chiller vendor of record as a mandatory supplier to the project. Refer to Appendix H - Assignable Contracts.
    In addition to the above, the General Contractor would be responsible for but not limited to the following activities:
    • New mechanical & electrical connections to the building and the new chiller
    • Build a new extension to the existing concrete pad with the associated structural work
    • Hazardous material abatement, as required- Cash allowance
    Project to be substantially completed as noted within declaration form of this RFQ along with all testing and verification as specified. Key Risks and Mitigation Plans
    The following risks identified for the project will need to be managed and mitigated through the construction activities:
    • Careful planning to minimize the generation of dust in the space. Mitigation: Use of hoarding and exhaust fans contain and exhaust dust from the space.
    • When more than one contractor and/or property/facility management personnel are required to work at the same building or area, the McMaster University Project Manager is  to be immediately notified and consulted in order to attempt to create a plan that will create separation by time or space with the assistance of McMaster Universities  appointed health and safety vendor for the building/area affected. These  actions may require all parties involved to coordinate or reschedule work in order to enforce the separation by time and space and ensuring the respective  contractors and property/facility management personnel maintain their respective responsibilities as  constructor. If separation cannot be achieved by time or space, McMaster University will designate the party with the larger value of work outstanding to act as Constructor for all or some of the work until a separation of time or space can be achieved. The appointed Constructor will be responsible for all health and safety regulations in the scope of work for the projects involved. The Notice of Project will need to be resubmitted to the Ministry of Labour by the Constructor and must include the details of the added projects. Refer to Appendix I for Constructor Agreement with McMaster University  and other contractors, property, and/or facility  management personnel.
    • Crane lifts related to other construction activities will take place in the building where the proponent will have to evacuate the construction area below the crane’s swing. Mitigation: The proponent will have to communicate with the other contractor performing the lift through proper coordination work
