Description:
The Division of the Vice-President, Equity, People and Culture is inviting Proponents to submit a response to this invitation outlining your firm’s capabilities to successfully deliver Workplace Investigation Services.
The purpose of this RFP is to solicit information about your firm’s experience, qualifications, capacity and methods. By responding to this RFP the Proponent confirms its ability to and interest in performing services described in this RFP.
This RFP will establish a vendor of record (“VOR”) roster of pre-qualified firms to be used for the duration of the Term, as defined below in Section 6.8, on an as needed basis. York, at its sole discretion, will determine the number of vendors per roster based on the number of qualified submissions.
York is seeking a qualified professionals to perform workplace investigations to address alleged workplace misconduct (including with respect to allegations of harassment and/or discrimination) or disputes. Within the scope of work and requirements outlined in this RFP, the Selected Proponent(s) shall deliver, but are not limited to, the following services:

- Conduct workplace investigations, where requested;
- Have expertise in identifying how diverse forms of discrimination, harassment and bias manifest in the workplace;
- Demonstrate an ability to ensure objectivity throughout a workplace investigation and any related activities, taking steps to minimize unconscious biases to ensure a fair investigation and report;
- Understand the nuanced and complex dynamics underlying workplace issues in addition to the law;
- Take necessary precautions to ensure confidentiality, trust and integrity are maintained throughout the process;
- Notify management of any additional issues of concern which arise beyond the scope of the contract, particularly any issues related to potential risk to an employee’s health and safety and/or issues that may in management’s view, require a revision to scope; and
- Ensure confidentiality and security of information/details throughout the investigation process consistent with the principles of relevant legislation (e.g., FIPPA and PHIPA).
