This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) to prospective proponents to submit proposals for Construction Management and subsequent Construction Services for The Pas Provincial Office Building Upgrades and Renovation.
The RFP will be completed in two phases:
- Phase One will consist of the submission by proponents of the mandatory requirements and the rated criteria as outlined in Section 3 of the RFP Particulars (Appendix 3). Only proponents who pass the mandatory criteria and meet the minimum score for rated criteria will be invited to participate in Phase Two.
- Phase Two will consist of an invitation to the prequalified proponents to attend a mandatory site visit and submission of the mandatory requirements and the rated criteria as outlined in Section 4 of the RFP Particulars (Appendix 3) including pricing as per Appendix 2 - Pricing.
The project is currently in design development stage with the consultant moving towards completion of 66% design development documents and includes exterior, interior, and site work as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
A mandatory site visit will be held only for proponents who have been prequalified in Phase One and been invited to Phase Two of the RFP. CPPD will make arrangements for a chartered flight to The Pas for the site visit. The site visit is tentatively schedule for June 7, 2023. The agenda with the flight details will be provided to the prequalified proponents prior to the site visit.
Deadline for questions for Phase One is May 9, 2023. All questions are to be submitted to the RFP Contract, Nicole Doherty, via email at cppdprocurement@gov.mb.ca. Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
Submission deadline for Phase One is May 18, 2023 at 2:00:00 PM local time. Proposals must be submitted through MERX Electronic Bid Submission (“EBS”) System. No other form of Proposal submission will be accepted.
