    Description
    The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: a full-time consultant resource acting as the Program Director to provide program support for the WCB's Digital Modernization Program.

    Description of Services

    The WCB requires the Contractor to provide a full-time resource who will be responsible for leading the Digital Modernization Program (the "Program Director").

    The Program Director will be responsible for management and oversight of the Digital Modernization Program from start to conclusion, including but not limited to, the following:
    a) provide daily program management throughout the program life cycle;
    b) build, communicate, and manage an integrated program plan (IPP);
    c) manage the program budget;
    d) manage risks and issues, and take corrective measurements;
    e) coordinate the projects within the program and manage their interdependencies;
    f) manage resource utilization of WCB staff and vendors across the project steams;
    g) support WCB stakeholder communication;
    h) align deliverables (outputs) to the program "outcome" with the aid of the program business owners;
    i) provide direction to WCB project managers;
    j) develop and implement the required processes for gating checkpoints, building of the IPP, dashboards to manage COTS conformance, etc.;
    k) produce program status reports (with EPMO);
    l) ensure conformance to EPMO and CMO standards;
    m) interface with business change control group;
    n) lead steering committee meetings;
    o) ensure adherence to the WCB's digital modernization principles (these principles were created June 2022 and will be provided to the Contractor upon commencement of the Services) throughout the program, especially during the execution stage;
    p) oversee the development of program status updates for the WCB's Board of Directors;
    q) report on the progress of the program to the WCB's Board of Directors (as required); and
    r) perform other program-related duties, as assigned.

    The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime.

    The WCB requires the Contractor to supply the Program Director resource on a full-time basis [thirty-six and a quarter (36.25) hours per week] for the duration of the Digital Modernization Program, unless otherwise agreed in writing.

    The Contractor will not be permitted to participate in future WCB procurement processes directly related to the Digital Modernization Program, including, but not limited to, as the ERM, the supplier of COTS products replacing the WCB's existing legacy systems, or the core system integrator.

    The Program Director must have experience and knowledge with the following:
    a) extensive experience leading, co-ordinating, supporting, overseeing, and managing programs of similar scope and scale; and
    b) deep understanding of industry recognized program and project management methodologies such as Project Management Body of Knowledge (PMBOK®).

    The Program Director should have the necessary certification such as Project Management Professional (PMP®), Program Management Professional (PgMP®), or equivalent as applicable (which may be considered an asset when evaluating).

    The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.

    The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.

    The Services shall be performed onsite at the WCB's facilities and from the Contractor's facilities located in Canada. The Program Director will be expected to perform the Services onsite at the WCB's facilities, a minimum of thirty percent (30%) of the time, unless otherwise agreed in writing.

    It is expected the Services will be required for an initial period of two (2) years to complete Phase 1 (Foundation). The WCB shall have an irrevocable option to extend the Services on the same terms and conditions and fees for an additional period of three (3) years to proceed with Phase 2 (Implementation), if approved internally by the WCB's Board of Directors. The WCB shall also have another irrevocable option to further extend the Services for multiple extensions of various durations, up to a maximum total extension of four (4) additional years if the WCB determines the Program Director is required past the initial five (5) year period to complete both Phase 1 (Foundation) and Phase 2 (Implementation).
