Description
Newfoundland & Labrador Health Services (NLHS) is administering this tender on behalf of Western Zone (Western Health) to submit proposals for a Standing Offer for the provision of Cleaning and Disinfecting Chemicals for facilities throughout the region.  This will be in accordance with the specifications and requirements set out in this open call, as well as the Public Procurement Act.

The term of the agreement will be for a contract period of two (2) years with an option to extend for an additional one (1) year.
Partial bids will not be accepted. If NLHS proceeds with the tender award, it will be a sole vendor award, not a multi-vendor award.  

Refresh Period Option
The Awarded Vendor will have the option to update prices of awarded items listed in their bid at the 1-year and 2-year marks, but must adhere to the below requirements:  
  • Bid pricing for all awarded items is firm and must be held for the first year of the contract
  • Any pricing for items that are not included in the bid refresh options is firm and must be held for the remainder of the contract period or optional contract year (pricing gets carried forward to Year 2 and/or Extension Year if there is no refresh)
  • Bid refresh submission date will be set upon award and Awarded Vendor must submit any price increases before said deadline (1 month prior to 1 and 2 year marks) in order to be considered
  • No price increases at any other point during the contract period will be accepted
  • The supplier does not change.  
  • Any price updates will be subject to review/approval and validation for the increase must be provided (i.e. proof of increase due to government/industry mandated price adjustments, rising fuel costs, change in product, change in packaging, etc.)
  • If prices are deemed to be not fair and reasonable, and an agreement on price cannot be reached, the increase can be rejected and the line item(s) removed from the contract for the period of the Standing Offer. Any rejected price increases that result in the item(s) being removed from the contract will be procured via other vendors.
