Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for Architectural and Engineering Consulting Services: MPNWS010, North Warning System (NWS) Petroleum, Oil, and Lubricants (POL) Storage Tank Replacement, Various Locations in Nunavut, Yukon, NWT, Newfoundland & Labrador, and North Bay Ontario.
This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA).
This solicitation includes an Indigenous Benefits Plan (IBP) that aims to provide opportunities for businesses owned and lead by Indigenous People. Canada’s free trade agreements pose no impediment to the inclusion of measures for the benefit of Indigenous Peoples and/or businesses in a solicitation.
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from engineering consulting firms to develop an infrastructure solution that will improve the fuel day-tank system operation, fix the existing deficiencies, and extend the service life of the infrastructure. The result will be to replace the current fuel day tanks at the thirty-six (36) SRR sites and the Short-Range Development (SRD) site (North Bay, Ontario) with double walled day tanks already purchased by DND.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the proponent with the highest total score.
The Security Requirements for this project are identified in the RFAP Documents.
The estimated construction cost of this project is in the order of magnitude of $4,250,000.
Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
