Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide “as and when required” the following professional services at Saint-Jean Garrison and satellites sites, Québec:
The SOA will be for a period of one (1) year with a maximum estimated value of $ 390,000.00. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two (2) additional one (1) year periods and increased in the order of $390,000.00 twice at any time during the term of the SOA. Call-ups under SOA are expected to be valued between $ 20,000.00 and $ 80,000.00; the maximum value of a call-up under SOA is $ 100,000.00. Refer to the RFAP document for additional information.
This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA).
Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing.
During the performance of the Standing Offer, the selected contractor must hold at all times a valid Designated Organization Screening (DOS) issued by the Contract Security Program (CSP) of Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in the RFAP.

- Pre-design report, Preparation of statement of requirements or construction requirements, Option analysis, Concept studies, Life cycle cost analysis that incorporates climate change, Design and development, Cost estimates, Preparation of construction documents or performance specification, Services during the bidding phase, and Services during the construction phase.
