    Description
    An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a public body intends to award a goods, services, or public works contract to a pre-identified supplier. An ACAN is used when a public body believes that there exists only one supplier capable of providing the required commodity. It also allows other suppliers to indicate their capacity and interest in bidding by submitting a ‘statement of capabilities’ which outlines the suppliers’ ability to meet the requirements of the procurement.  

    If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, public bodies may then proceed with awarding the sole-source contract to the pre-identified supplier. 

    Newfoundland & Labrador Health Services (NLHS) is administering this ACAN for Clinical Trials Platform with two key components:

    • A patient (public/participant) facing portal; and
    • A researcher (study site/clinical/nurse) facing platform.

    Both components should interact with each other, including data collection and patient consent, with the intention to enable researchers to access and edit the portal study list as needed.
