Description
TPS is accepting submissions for 1702810 – 24 for Uniform Cargo Pants and Alternative Cargo Pants for the Toronto Police Service (TPS).
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Monday July 22, 2024 as per the electronic bid clock identified on MERX.
Submission Requirements
Bids must only be submitted through the MERX Electronic Bid Submission (“EBS”) System (www.merx.com). Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
This RFQ, issued by the TPS, is to obtain a Vendor of Record (VOR) for the provision of Uniform Cargo Pants and Alternative Cargo Pants. Bidders submitting quotations shall have completed work similar in type and scope or shall be able to refer to specific work of a comparable nature. Bidders must submit cost prices according to detailed requirements in the Submission Forms outlined in the RFQ document. If samples and/or fabric swatches are required, award to the lowest compliant Bid is subject to mandatory sample approval and will not be awarded if TPS does not approve the product sample.
MANDATORY FORMS SUBMISSION
Mandatory Bid Submission Forms are:
PRICE SUBMISSION FORM - PART 1
PRICE SUBMISSION FORM - PART 2
Bidders May Bid on only PART 1 (Price Submission FORM- PART 1), PART 2 (Price Submission FORM - PART 2) or both. The intent is to award each PART to the lowest compliant Bid.
In addition to the mandatory Bid Submission Forms, the following completed forms to be submitted:
- SECTION 1. TPS Policies Form
- SECTION 2. Environmentally Responsible Procurement Form
- SECTION 3. Statutory Declaration Form
- SECTION 4. Key Personnel Form
- SECTION 5. Bidder's Experience in Similar Work Form
The term of this contract is for a two year period commencing upon the award of the contract.
TPS reserves the right to renew the contract for an additional two one-year optional periods. The renewal is contingent upon continued need, budget approval, acceptable performance, and TPS approval, if applicable.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
PIGGYBACK
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the price submission form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, maybe negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Contract duration
The estimated contract period will be 24 month(s), with a proposed start date of 2024/09/01.
