    Description
    This Request for Proposals (the “Solicitation”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Finance, to prospective Vendors to obtain Submissions for the provision of IAP2 training services, as further described in Section A of the Solicitation Particulars (Appendix A) and Appendix B – Scope of the Deliverables.  
    Government of Manitoba recognizes the importance of public engagement. It is the key in the process of connecting, educating, informing, building, and maintaining relationships, and building trust. More than ever, the public expects to participate in the decision-making process. When Manitoba engages with the public, Manitoba can utilize expertise and make informed decisions which results in strengthening the publics’ confidence.
    Investing in specialized training allows Manitoba to apply best practices for meaningful public engagement. The International Association of Public Participation (IAP2) is Canada’s leader for promoting best practice and training for public participation. In fiscal year 2021/2022, the Communications and Engagement Division (CED) has coordinated IAP2 trainings in public participation for more than 290 public servants. In fiscal year 2022/2023, a total of 377 individual certificates were awarded and coordinated through CED.
