Electrical Services for Repairs, Renovations and Modifications

Request for Proposal (RFP) No. 1726775-24
This Request for Proposal (RFP) is an invitation by the Toronto Police Service, to prospective and qualified proponents to submit proposals for the provision of electrical and data repairs, installations, renovations and modifications throughout the TPS Facilities. Proponents submitting proposals should have completed similar work in type and scope, and be able to provide specific examples of comparable projects.

Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Proponents review the MERX EBS instructions well in advance of the submission deadline and allow sufficient time before the submission deadline to upload documents and finalize their submissions. Proponents making submissions near the deadline do so at their own risk. The determination of whether the Bid is delivered by the submission deadline shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.

Proponents are to submit their proposals through the MERX EBS System prior to 1:00:00 P.M. (Toronto local time) on Monday September 23, 2024

Mandatory Requirements
Vendors to refer to Section 1.2 of the RFP addressing required forms for submission.

Only those proponents satisfying the mandatory requirements will proceed to Stage 2 of the evaluation process (Refer to Section 4 Proposal Evaluation , therein the respective RFP).

Term of the Contract
The successful proponent will be required to execute a contract with TPS for the provision of service deliverables and should review the terms and conditions set out to understand the contract being entered into with TPS. It is TPS intention to enter into a contract with only one (1) legal entity.

The term of the contract for the provision of services shall commence upon award for a base term of three (3) years, plus the option to extend for an additional two (2) separate one (1) year periods. Renewal is contingent upon continued need, budget approval, acceptable performance and TPS approval if applicable.

Piggyback (if applicable)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.

Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.

If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.

Please note: copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
