    Description
Northern College is soliciting for Proposals (RFP) as outlined in the Terms and Conditions of this RFP for experienced firms to provide Strategic Enrolment Marketing & Management Consulting Services.
The Successful Proponent will work with various internal partners to develop a functional definition of SEMM and a comprehensive plan in the context of the post-secondary education (PSE) industry. They will analyze the student experience across the PSE sector where Northern College operates, considering broader external factors impacting the industry. The analysis will specifically identify best practices amongst post-secondary education institutions in the areas of student recruitment, enrollment, retention, student success, and alumni engagement throughout an individual’s life span at Northern College .

The Proponent will inventory and assess the effectiveness of the current Northern College tools, practices, and strategies in conjunction with the best practices report to present options and make recommendations on areas for development.

In collaboration with the SEMM Committee and affiliated working groups, the Proponent will define goals, objectives and activities, outline a timeline for key milestone achievement, and outline an assessment methodology to track progress. This methodology must define what achievement looks like, incorporate department-specific metrics, specify tracking methods and include qualitative and quantitative key performance indicators (KPIs).

Finally, the Proponent will create a communication and engagement plan for the implementation of the SEMM plan, which considers Northern’s multi-campus operation and unique catchment area.

The successful Proponent shall begin background work and research in mid-November, launch the formal consultation process in January and deliver a draft plan in February. The final plan will be presented to the Board of Governors at their March 18, 2025, meeting.

The total costs of consultative services, inclusive of any travel-related costs, must not exceed $50,000.

See Schedule 1A for further information.
