    Description
    The Purchaser is seeking Proposals from qualified and experienced Proponents who are registered to practice under license in the Province of Ontario, to provide construction management services on an as-required and when-required basis, for various projects at Purchaser-owned and/or leased properties throughout the Windsor/Chatham Kent, Ontario region. This includes, but is not limited to:
     
    • Main Campus – 2000 Talbot Road, Windsor, ON N9A 6S4
    • Chatham Campus – 1001 Grand Avenue West, Chatham, ON N7M 5W4
    • Downtown Windsor Campus
      • St. Clair College Centre for the Arts – 201 Riverside Drive West, Windsor, ON N9A 5K4
      • MediaPlex – 275 Victoria Avenue, Windsor, ON N9A 6Z8
      • One Riverside – 1 Riverside Drive West, Windsor, ON N9A 5K3
      • 333 Riverside – 333 Riverside Drive West, Windsor, ON N9A 7C5
      • TD Student Success Centre – 305 Victoria Avenue, Windsor, ON N9A 4M7
    • Various satellite properties throughout the region.

    The Purchaser will secure the assistance of the qualified Proponent(s) to provide construction management services for projects of varying size, scope, budget and complexity.

    The intent of this Request for Proposal is to establish a Vendor of Record (VOR) listing for the purpose of providing the noted services. The Purchaser intends to qualify a minimum of three (3) Preferred Proponents; however, the Purchaser, at its sole discretion, may increase or decrease this number based on the number of qualified submissions, and the funding amount approved by the Purchaser’s Board of Governors for the fiscal year. No further notices of application for inclusion will be issued for the duration of the Agreement.

    Construction Management Services include but are not limited to:
    • General services typically required for construction and renovation projects including collaborating with the Purchaser, centalizing communication, providing realistic and reasonable budgets prior to commencing work, and providing management expertise, applying resources whereever needed.
    • Pre-construction services
    • Tendering services for components of a project.

    The Purchaser shall endeavor to evenly distribute work to each Preferred Proponent to the best of their ability for the duration of the agreement term. The Purchaser shall take project costs and schedules into consideration when selecting a Preferred Proponent.

    The Preferred Proponent(s) shall be required to enter into the agreement (“Agreement”) attached in Schedule K: Form of Agreement for projects that are below the threshold of $250,000. For projects that are equal to or above the threshold of $250,000, the Preferred Proponent(s) shall be required to enter into the Agreement known as the Canadian Construction Documents Committee 5B Construction Management Contract for Services and Construction 2010 (CCDC 5B- 2010) with Appendix A: Supplementary Conditions to the CCDC 5B – 2010, upon each specified awarded project under this RFP. See Schedule B: Specifications and Scope of Work for a list of potential projects. The Purchaser reserves the right to change the CCDC 5B – 2010 threshold limits, at the discretion of the Purchaser
