    DESCRIPTION OF PROCUREMENT
      Preventive Elevator Maintenance Services
        The Facilities Management Department at the University of Toronto Scarborough (UTSC), requires a supplier of elevator maintenance services at 1265 Military Trail, Toronto, ON, Canada, M1C 1A4.
      The Preventive Elevator Maintenance Service is for 27 Passenger/Service Elevators, including regular monthly preventative maintenance, 24 hour answering service, 24-hour call back service.  The Successful Proponent shall complete all inspection and testing routines in accordance with all applicable Regulatory Requirements, Contractor Designed Maintenance Control Programs and Directives issued by the local regulatory authority having jurisdiction.

    CONDITIONS FOR PARTICIPATION
    The procurement is subject to the following conditions for participation:  
    Proponents will adhere to the University of Toronto General Labour Conditions.

    APPLICABLE TRADE AGREEMENTS
    This procurement is subject to the following trade agreements: 
    The Canada – European Union Comprehensive Economic and Trade Agreement (CETA) 
    The Canadian Free Trade Agreement, Chapter Five
    The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9

    CONTRACT DETAILS
    The Contract consists of a three-year Initial Term and two one-year Renewal Terms, exercised at the sole discretion of the University.   
    Term 1 (Initial Term):  May 1, 2025 to April 30, 2028
    Term 2 (Renewal Term):  May 1, 2028 to April 30, 2029
    Term 3 (Renewal Term):  May 1 2029 to April 30, 2030  
    EVALUATION CRITERIA
    The evaluation criteria and weightings to be applied are as follows:  

    A.    Technical

    1.    Experience and Qualifications (25 points) 
    2.    Operations Personnel and Policy (20 points)
    3.    Project Understanding and Schedule (15 points)
    B.    Financial
    1.    Pricing (40 points)
    C.    Interview and/or Presentation (Conducted at the University’s Option) 
    1.    The University’ may short-list Proponents after evaluation of the technical and Financial Submissions and conduct interviews with, or request presentations of, short-listed Proponents, or both. The interview and/or presentation will be scored utilizing a pass/fall criterion.  

    D.    Documentation
    1.    UTSC 2025-01 Appendix 4 - Contractor Safety Acknowledgement Form (Pass/Fail)
    2.    Valid TSSA certification and or registration number for the Proponent’s company (Pass/Fail)  
    3.    EDM (Elevating Device Mechanic) -Valid Calss A certifications for the two mechanics dedicated to performing the work in this contract. Refer to Request for Proposals document for additional details    
    E.        Other Requirement: 
    1.    Attendance at Proponents Meeting (Pass/Fail)
