    Description
    VIA Rail Canada Inc. is seeking highly experienced supplier(s) for the services in the following five (5) categories:

    1) Category 1: Compensation Consulting Services
    2) Category 2: Group Benefits Consulting Services 
    3) Category 3:  Pension Plan Consulting Services 
    4) Category 4: Pension Investment Consulting Services
    5) Category 5: Pension Administration Services

    The Tenderer can submit its tender proposal for one or more categories.
    At VIA's discretion, VIA reserves the right that a Tenderer may be selected for one or more categories.

    Catégorie 1. Compensation Consulting Services
    1. Official Languages
    Tenderer must be able to provide and deliver all the services specified in Part B, Appendix A, to VIA in both Canada’s official languages(oral and in written, including all communications, presentations, training, reports and other documents).

    2. Experience
    The Tenderer must have a minimum of ten (10) years of experience in the field of compensation consulting services in Canada.

    3. Resources
    The Tenderer must have a minimum of ten (10) compensation specialists employed by your company in Canada.

    4. Location    
    The Tenderer has a place of business in Canada.

    5.Data Residency      
    VIA requires that data be stored in Canada and not transferred, copied, communicated, hosted outside of Canada.

    Catégorie 2. Group Benefits Consulting Services 
    1. Official Languages
     Tenderer must be able to provide and deliver all the services specified in Part B, Appendix A, to VIA in both Canada’s official languages(oral and in written, including all communications, presentations, training, reports and other documents).

    2. Experience          
    The Tenderer must have a minimum of ten (10) years of experience in the field of group benefits consulting services in Canada.

    3. Resources           
    The Tenderer must have a minimum of ten (10) group benefits specialists (including actuaries) employed by your company in Canada.

    4. Accreditation      
    The Tenderer must ensure to have recognition from Canadian Institute of Actuaries (CIA) for all actuarial resources assigned to VIA’s mandate and at least one (1) must be a Fellow.

    5. Location    
    The Tenderer has a place of business in Canada.

    6. Data Residency
    VIA requires that data be stored in Canada and not transferred, copied, communicated, hosted outside of Canada.


    Catégorie 3. Pension Plan Consulting Services 
    1. Official Languages
    Tenderer must be able to provide and deliver all the services specified in Part B, Appendix A, to VIA in both Canada’s official languages (oral and in written, including all communications, presentations, training, reports and other documents).

    2. Experience   
    The Tenderer must have a minimum of ten (10) years of experience in the field of pension plan consulting services in Canada.

    3. Expertise      
    The Tenderer must have the experience with Defined Benefits (DB) clients including experience with at lease three (3) Canadian plans with a minimum of one billion dollars ($1,000,000,000) in assets.

    4. Resources   
    The Tenderer must have a minimum of ten (10) defined benefits (DB) pension plan actuaries employed by your company in Canada.

    5. Accreditation             
    The Tenderer must ensure to have recognition from Canadian Institute of Actuaries (CIA) for all actuarial resources assigned to VIA’s mandate and at least one (1) must be a Fellow.

    6. Ability to apply IFRS-IAS 19 Standards           
    The Tenderer must ensure that it has the ability to apply the International Financial Reporting Standards (IFRS)-IAS19.

    7. Location    
    The Tenderer has a place of business in Canada.

    8. Data Residency
    VIA requires that data be stored in Canada and not transferred, copied, communicated, hosted outside of Canada.

    Catégorie 4. Pension Investment Consulting Services
    1. Official Languages
    Tenderer must be able to provide and deliver all the services specified in Part B, Appendix A, to VIA in both Canada’s official languages (oral and in written, including all communications, presentations, training, reports and other documents).

    2. Experience   
    The Tenderer must have a minimum of ten (10) years of experience in the field of pension investment consulting services in Canada.

    3. Expertise      
    The Tenderer must have the experience with Defined Benefits (DB) clients including experience with at lease three (3) Canadian plans with a minimum of one billion dollars ($1,000,000,000) in assets.

    4. Clientele      
    The Tenderer must have a minimum of fifty (50) Canadian defined benefits (DB) clients.

    5. Tenderer’s Advisory Asset Portfolio  
    The Tenderer must have a minimum of fifteen billion dollars ($15,000,000,000) of Canadian defined benefits (DB) assets under its advisory at the time of submitting the tender proposal.

    6. Accreditation             
    The Tenderer must ensure that all the resources assigned to VIA’s mandate must have the Charted Financial Analyst (CFA) designation.

    7. Location       
    The Tenderer has a place of business in Canada.

    8. Data Residency
    VIA requires that data be stored in Canada and not transferred, copied, communicated, hosted outside of Canada.

    Catégorie 5. Pension Administration Services
    1. Official Languages
    Tenderer must be able to provide and deliver all the services specified in Part B, Appendix A, to VIA in both Canada’s official languages(oral and in written, including all communications, presentations, training, reports and other documents).

    2. Experience   
    The Tenderer must have a minimum of ten (10) years of experience in the field of pension administration services in Canada.

    3. Expertise      
    The Tenderer must have experience with Defined Benefits (DB) clients including experience with multiple Canadian plans with a minimum of one billion dollars ($1,000,000,000) in assets.

    4. Clientele      
    The Tenderer must have a minimum of ten (10) Canadian pension administration services clients with employee populations of one thousand (1 000) participants or more.

    5. Tenderer’s Call center(s)      
    The Tenderer's call centre(s) is/are located in Canada.

    6. Resources assignment for implementation phrase
    The Tenderer must ensure that all resources assigned to the VIA mandate for the implementation phase are capable of working in Montreal if necessary.

    7. Location        
    The Tenderer has a place of business in Canada.

    8. Data Residency
    VIA requires that data be stored in Canada and not transferred, copied, communicated, hosted outside of Canada.
