    Description:
    This Request for Supplier Qualifications (“RFSQ”) is an invitation by York University (“York”) on behalf of the participating partner institutions of the Ontario University Professional Procurement Management Association (“OUPPMA”) to prospective respondents to qualify for eligibility to provide Laboratory Supplies and Equipment as further described in Section B -The Deliverables (the “Deliverables”) of the RFSQ Particulars (“Appendix A”) and set out in the Master Framework Agreement of the University and each participating partner institutions’ subsequent agreement. Based on the evaluation of responses, selected respondents will be included on the roster of qualified suppliers (the “Qualified Supplier” or “Qualified Supplier Roster”) for Laboratory Supplies and Equipment.

    York will only consider Proposal submissions received from Proponents who have registered with MERX (www.MERX.com) for this competitive bid.

    This Agreement commences upon award until terminated (the “Term”) in accordance with this Agreement.

    Negotiation:
    York reserves the right in its sole discretion to negotiate modifications to any Proposal received without becoming obligated to offer to negotiate with any other Proponent(s).

    Supplier Prequalification (if applicable):

    New suppliers will be permitted to apply for qualification and inclusion on the Qualified Supplier Roster at any time. The refresh RFSQ document will be posted on www.merx.com or other public bidding site and the submission process will be outlined in the document. York will consider new applications and refresh the Qualified Supplier Roster on an annual basis and will notify applicants of the outcome. The same qualification requirements, evaluation process, and Master Framework Agreement that are set out in this RFSQ will apply to the application refresh process.
    A supplier that applies for qualification and is not selected for inclusion on the Qualified Supplier Roster will not be permitted to reapply for a period of one (1) year.


    During the term of the Master Framework Agreement, York and partner institutions may select Qualified Suppliers to carry out assignments involving the provision of the Deliverables. If selected to perform a work assignment, the supplier will provide the Deliverables in accordance with the general terms and conditions contained in the Master Framework Agreement and any specific terms and conditions included in the solicitation document for the roster competition. York and partner institutions will solicit or negotiate prices or rates for the Goods and/or Services on an assignment-by-assignment basis and may undertake a second stage request in respect of a specific assignment of the Goods and/or Services (“Roster Competition”).
    York may periodically require all suppliers on the Qualified Supplier Roster to provide documentation for reassessment of their qualifications. The reassessment will be based on the same requirements and evaluation process set out in this RFSQ. Suppliers that do not continue to satisfy the qualification requirements set out in this RFSQ will be removed from the Qualified Supplier Roster.
