    Description
    The Workers Compensation Board of Manitoba (WCB) invites your firm to submit a Response for the following: A resource candidate(s) to fill the role classification of Business Analyst (2 positions) for an initial term of approximately twelve (12) months. The WCB will have an irrevocable option to extend Business Analyst 1st position for an additional six (6) months, and the Business Analyst 2nd position for up to two (2) additional six-month periods.

    Resource Requirements

    This RFS is issued only to Contractors that have an Agreement with the WCB pursuant to RFP No. 205-WCB-23-031.

    The Services shall be subject to the terms and conditions and fees previously agreed to in the respective Agreement and subject to the SOW to be entered into between the WCB and the Successful Respondent.

    The WCB requires two (2) resources for the role classification of Business Analyst for which the duties were previously described in Schedule "E" of RFP No. 205-WCB-23-031. Note that the WCB has slightly modified the duties and qualification for the Business Analyst, and is produced for your reference as follows:
    Business Analyst (2 Positions)

    BUSINESS ANALYST 1ST POSITION

    The Business Analyst will provide business analysis expertise, experience, and skills to the Information Technology and business units at WCB. The Business Analyst will build and develop relationships with business stakeholders, provide business relationship management support, provide business process analysis, business analysis planning, requirements elicitation, requirements lifecycle management, strategic and needs analysis, and solution evaluation on assigned projects and initiatives including workflow, business information requirements and modelling used to define business problems, and develop strategies for solutions.

    The Business Analyst works closely with business units to fulfill its mandate and business needs by understanding functions, regulations, processes, and products. The Business Analyst will lead user groups through workflow analysis and the development and implementation of technology-based and procedural solutions.

    Minimum Relevant Experience:
    •Bachelor’s degree in Computer Science, Information Technology, Business Administration, or equivalent experience paired with ten (10) years of experience in Information Technology;
    •Five (5) years of business analysis experience, specifically, gathering and documenting business requirements, and business process modelling;
    •IT domain experience in two (2) or more of the following IT areas: Business Relationship Management, Application Development, Project Management, Quality Assurance, Infrastructure, and Maintenance and Support;
    •Strong interpersonal, teamwork, facilitation, and negotiation skills;
    •Strong critical thinking, analytical, and problem-solving skills; and
    •Demonstrated written and verbal communication skills in English are required as this position will be working with end users.

    Minimum Required Skills:
    •Knowledge of business analysis methodologies and related tools and techniques;
    •Ability to perform business analysis planning by preparing the business analysis approach, stakeholder engagement, business analysis governance, information management, and business analysis performance improvements;
    •Working knowledge of requirements analysis and design definition by modeling requirements, defining requirements architecture, working with cross-functional teams to develop design options and analyze the potential value, and recommend solutions;
    •Ability and demonstrated experience in establishing, strengthening and managing business relationships with key business partners/stakeholders
    •Ability to use a personal computer and software (Word, Excel, Visio, PowerPoint) in a Windows environment;
    •Ability to obtain, assess, and evaluate information;
    •Ability to communicate effectively both verbally and in writing;
    •Ability to provide excellent customer service;
    •Ability to develop and deliver presentations and training;
    •Ability to organize and prioritize workload; and
    •Ability to build strong client and business relationships.

    Preferred Skills:
    •Experience with requirements management tools (i.e., Confluence, Jira, etc.);
    •Experience with team collaboration tools (i.e., Confluence, Jira, SharePoint, etc.);
    •IIBA CBAP certification would be a strong asset; and
    •Working knowledge of IT contracts and contract management

    BUSINESS ANALYST 2ND POSITION

    The Business Analyst will provide business analysis expertise, experience, and skills to the Information Technology and business units at WCB. The Business Analyst will build and develop relationships with business stakeholders, provide business relationship management support, provide business process analysis, business analysis planning, requirements elicitation, requirements lifecycle management, strategic and needs analysis, and solution evaluation on assigned projects and initiatives including workflow, business information requirements and modelling used to define business problems, and develop strategies for solutions.

The Business Analyst will be a key resource in nurturing and managing business relations and strengthening the overall interactions between IT and WCB lines of business.

    Minimum Relevant Experience:

    •Five (5) years of business analysis experience, specifically, gathering and documenting business requirements, and business process modelling;

    The Contractor will supply the resource not less than thirty-six and a quarter (36.25) hours per week.

    The WCB will require the resource to work onsite at the WCB's office facilities in Winnipeg, Manitoba for a minimum of sixty percent (60%) of the time, in the unfettered discretion of the WCB.

    The WCB's preferred start date for the resource commencing the Services onsite at the WCB's office facilities in Winnipeg, Manitoba is October 22, 2025. The initial duration of the Services is expected to be approximately twelve (12) months, unless the SOW is sooner terminated in accordance with the Agreement. The WCB shall have an irrevocable option to extend the Services on the same terms and conditions and fees as the SOW for an additional 6 (months) for Business Analyst 1st position and up to two additional periods of up to six (6) months each for Business Analyst 2nd position.
