    Description
    1. The Services required under this Contract shall consist of drafting a new Zoning By-law including integration of the Downtown Zoning By-law that includes:
      1. A hybrid zoning framework combining form-based zoning for walkable complete communities and use-based zoning for auto-centric areas as well as methods to complete existing single-use communities to implement Complete Communities 2.0 along with subdivision regulations, as well as all supporting graphics, tables, charts and mapping as required;
      2. A form-based zoning approach as defined: Form-based zoning focuses first on the physical form of the built environment, secondly on administration, and thirdly on use. It emphasizes predictable regulations such as setbacks, heights, lot coverage, and frontage types, rather than less predictable metrics like floor area ratio and density;
      3. Consider the latest version of the SmartCode at the time of drafting, fully customized to Winnipeg’s local conditions, market preferences, and legal context;
      4. Integration of the Malls and Corridors Planned Development Overlay 1 (Schedule AB), and Schedule AC – Development Requirements for Low Density Infill of the Winnipeg Zoning By-law No. 200/2006 with only minor edits;
      5. Full zoning map update using ESRI GIS;
      6. Consideration of Council or Committee of Council recommended edits for review in the re-write process including, cash-in-lieu compensation for infill development properties that do not meet tree planting requirements a current value of $1,000 per tree not planted;
      7. Full community and stakeholder engagement at pre-draft and post-draft stages, including all presentation story boards, graphics, hand-outs, surveys and final engagement reports; and
      8. Incorporation of applicable recommendations from the Clarion zoning assessment.
