    DESCRIPTION OF PROCUREMENT 
    University of Toronto Scarborough is seeking qualified Environmental Consultant to provide engineering services for the UTSC Field House development and construction, including but not limited to: i. preparation of a Phase I and Phase II Environmental Assessment and submission and approval of a Record of Site Condition; and ii. Preparation of all required environmental background information as needed for the Field House development such as Technical Site Assessment, borehole analysis, salt content delineation, soil characterization, geotechnical, percolation and hydro geotechnical to support new construction and allow the Project to be built in a design build delivery model; and iii. Any required methane/soil gas assessment.
     
    The Environmental Consultant shall also provide advice on whether an Environmental Assessment (Municipal Class Environmental Assessment) is required for the construction of a new University road (the “New Road”), which may become a public road in the future; and ii. If an Environmental Assessment is required for the New Road, may be requested to prepare and fulfill all requirements of the Environmental Assessment Act (Ontario) and “Municipal Class Environment Assessment (2024)”, as may be amended from time to time.

    The procurement is anticipated to involve negotiation.  An electronic auction is not anticipated.

    CONTRACT DETAILS
    Contract expected to be a two year term.

    EVALUATION CRITERIA
    The University will base its selection of qualified suppliers on the following criteria:

    Project Understanding (25%)
    Ability to Meet Time Constraints (20%)
    Pricing (30%)
    Member of Good Standing of the Professional Engineers Ontario  Pass/Fail
