York University is planning to upgrade its Oracle PeopleSoft from HCM 9.2 image 35 PeopleTools 8.58.07 to HCM 9.2 Image 52 with PeopleTools 8.62.
The scope of work for this project includes the provision of services to complete a technical upgrade of existing environments including, but not limited to, the user interface, data interfaces, workflow processes, queries, reports, and data conversion.
York’s preference is to award one (1) qualified and experienced Proponent for the Work outlined in this RFP.
York will only consider Proposal submissions received from Proponents who have registered with MERX (www.MERX.com) for this competitive bid. Proposal submissions from Proponents who have not registered and obtained this Bid Document directly from MERX will be disqualified.

This procurement is covered by Chapter 5 of the Canadian Free Trade Agreement.
Delivery Date:
The Selected Proponent shall be ready to tentatively start the upgrade project on June 8, 2026.
Duration of Agreement:
This RFP is issued for an upgrade project of limited duration. Any resulting contract shall commence upon contract Award and shall remain in effect soley for the period required to complete the project scope, including delivery, implementation, testing and User Acceptance Testing (“UAT”).
Following successful completion of UAT and formal acceptance by York, the contract shall continue only for a post-acceptance warranty period of approximately thirty (30) to sixty (60) days, as reasonably agreed upon by both parties.
Upon expiration of the warranty period, the contract shall automatically terminate, an no ongoing, recurring, or continuing contractual relationship shall exist between the Selected Proponent and York unless expressly agreed to in writing by both parties.
Negotiation:
Following evaluation of all Proposals, it is York’s intention to enter into negotiations with the leading Proponents who offers the best overall value to York. York’s intention is to establish a roster of Proponent’s based respectively on the highest to lowest best overall value scores. York reserves the full and sole right to determine how many Proponent’s are included in the roster list.
York reserves the right in its sole discretion to negotiate modifications to any Proposal received without becoming obligated to offer to negotiate with any other Proponent(s).
