Description
Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”), on behalf of Manitoba Housing and Renewal Corporation (“Owner”) to prospective Pre-Qualified Suppliers to submit proposals for consulting services for replacement of heat recovery ventilators and geothermal decommissioning as further described in the Statement of Work (Appendix 1) (the “Services”).

 In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

The Pre-Qualified Suppliers are solely responsible for being aware of, and informing themselves about, any changes to RFS.
1.3.3 Pre-Qualified suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFS Contact, concerning matters regarding this RFS. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal.

Site Visit
An optional site visit has been scheduled as follows:
Location: 125 Carriage Rd, Winnipeg, Manitoba
Date and Time: May 6, 2026 10:00 AM local time
Proponents are to meet at the front foyer of 125 Carriage Rd, Winnipeg Manitoba.
Attendance at the site visit will be confirmed and recorded.
 If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFS Contact.
 Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFS Contact has provided the information in writing.


Deadline for questions May 13, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address.

Bid submission deadline is May 21, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted
