    Description
    This Request for Services (the “RFS”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”), to prospective Pre-Qualified Suppliers to submit proposals for Consulting Services for Bridgwater Lakes New K-8 School as further described in The Scope of Work (Appendix 1) (the “Services”).

    In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian and Non-US suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

    Contact the RFS Contact by email with any questions relating to this Request for Services (RFS). Manitoba will inform Pre-Qualified Suppliers about any changes to this RFS on MERX before the submission deadline via an addendum.

    The Pre-Qualified Suppliers are solely responsible for being aware of, and informing themselves about, any changes to RFS. Pre-Qualified suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFS Contact, concerning matters regarding this RFS. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal.

    Proponents are to pre-register by email to the RFP Contact at bids@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting. Attendance at the pre-bid meeting will be confirmed and recorded. Proponents are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the pre-bid meeting unless the RFS Contact has provided the information in writing.

    Deadline for questions May 25, 2026. All questions must be submitted to the RFS Contact at bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.

    Bid submission deadline is June 1, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
