    The WCB is inviting your firm to submit a Response for the following: Three (3) resources candidates to fill the role classification of Senior Project Manager for a period of approximately twelve (12) months with an irrevocable option in favour of the WCB to extend for an additional six (6) months.

    DESCRIPTION OF SERVICES

    Resource Requirements
     
    This RFS is issued only to Contractors that have an Agreement with the WCB pursuant to RFP No. 205-WCB-23-031.

    The Services shall be subject to the terms and conditions and fees previously agreed to in the respective Agreement and subject to the SOW to be entered into between the WCB and the Successful Respondent.

    The WCB requires three (3) resources for the role classification of Senior Project Manager for which the duties were previously described in Schedule "E" of RFP No. 205-WCB-23-031, restated as follows (with the PgMP® designation corrected to PMP®):
    Senior Project Manager

    The Senior Project Manager will be responsible for leading end-to-end delivery of complex, high-impact projects from initial conception to final implementation ensuring successful completion on time, within budget, and to agreed quality standards. The Senior Project Manager will develop and obtain approval of project charters, objectives, success criteria and delivery approach of individual or multi-stream projects. Key activities will include developing plans, assigning tasks and project resources, ensuring stakeholder involvement and commitment, managing project issues, monitoring and approving projects at each progressive phase, reviewing and reporting on project status, issues and priorities, planning, budgets, risk and quality management, and deciding on carrying out corrective actions, as necessary.

    Minimum Experience:
    •Minimum ten (10) years of project management experience including experience managing complex projects and information technology projects; and
    •Project Management Professional (PMP®) designation.

    Minimum Required Skills:
    •Proficiency in the use of a personal computer and software (MS Project and Microsoft 365) in a Windows environment;
    •Proficiency in project management techniques and methodologies;
    •Ability to learn new software products;
    •Ability to provide leadership to a diverse group of multi-disciplinary teams;
    •Excellent communication skills, both verbally and in writing;
    •Ability to influence and negotiate with stakeholders in confrontational situations;
    •Ability to work independently and in a team environment; and
    •Proficiency in systems design and systems analysis would be an asset.

    Preferred Skills:
    •Experience with requirements management tools (i.e. Confluence, Jira, BitBucket etc.); and
    •Experience with team collaboration tools (i.e. Teams, Confluence, Jira, SharePoint, Cisco Jabber, Slack etc.).

    The Contractor will supply the resource on a full-time basis [thirty-six and a quarter (36.25) hours per week].

    Each Contractor Response may include up to a maximum of two (2) qualified candidates for the WCB's consideration and evaluation.

    The WCB will require the resource to work onsite at the WCB's office facilities in Winnipeg, Manitoba for a minimum of twenty-five percent (25%) up to fifty percent (50%) of the resource's working time. The WCB may increase the required onsite percentage in its absolute discretion upon providing the Respondent with a reasonable notice.

    The WCB's preferred start date for the resource to commence the Services onsite at the WCB's office facilities in Winnipeg, Manitoba is June 29, 2026. The deployed resource shall be required to work onsite for a minimum of two (2) weeks before a remote work option may be considered. The initial term of the Services is expected to be approximately twelve (12) months, unless the SOW is sooner terminated in accordance with the Agreement. The WCB shall have an irrevocable option to extend the Services on the same terms and conditions and fees as the SOW for a maximum of one (1) additional term of up to six (6) months.
