Description
In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.
Contact the RFS Contact by email with any questions relating to this Request for Services (RFS). Manitoba will inform Pre-Qualified Suppliers about any changes to this RFS on MERX before the submission deadline via an addendum.

The Pre-Qualified Suppliers are solely responsible for being aware of, and informing themselves about, any changes to RFS.
Pre-Qualified suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFS Contact, concerning mattersregarding this RFS. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal.
Pre-Bid Meeting
An optional pre-bid meeting has been scheduled as follows:

Date and Time: May 21, 2026 11:00 AM local time
Proponents are to pre-register by email to the RFP Contact at bids@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is theProponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day May 19, 2026 .
Attendance at the pre-bid meeting will be confirmed and recorded.
If proponents wish to view the site, an appointment may be arranged by contacting the RFS Contact. The proponent will be required to submit the Milner Ridge Correctional Centre CPIC Request Form (Appendix 7) fully completed
and signed by an authorized representative of the proponent.
Proponents are not entitled to rely on information received from Manitoba’s representatives or other third parties at the pre-bid meeting and site visit unless the RFS Contact has provided the information in writing.
Deadline for questions May 27, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address.
Bid submission deadline is June 9, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted
