D2. SCOPE OF WORK
D2.1 The Work to be done under the Contract shall consist of two parts:
(a) Part 1 – Public Works Funded Work
(b) Part 2 – Water and Waste Funded work
Part 1 – Public Works Funded Work
D2.2 Part 1 – Public Works Funded Work shall consist of:
(a) Concrete Reconstruction
(i) Sargent Avenue from Balmoral Street to Edmonton Street
(b) Pavement Rehabilitation
(i) Edmonton Street from Ellice Avenue to Cumberland Avenue
(c) Street Lighting Installation and Associated Works
(i) Sargent Avenue from Balmoral Street to Edmonton Street
(d) Traffic Signal Conduit and Base Installation and Associated Works
(i) Sargent Avenue from Balmoral Street to Edmonton Street
Part 2 – Water and Waste Funded Work
D2.3 Part 2 – Water and Waste Funded Work shall consist of:
(a) Manhole Repairs
(i) Sargent Avenue – Replace Risers and Repair Benching (MH20015221)
(ii) Sargent Avenue – Grout Manhole Walls and Repair Benching (MH20015180)
(iii) Sargent Avenue – Abandon Flush Tank Chamber and Replace with New Manhole (MH20015225)
(iv) Edmonton Street – Replace Risers (MH20015179)
(v) Edmonton Street – Manhole Replacement (MH20015237)
(b) Water Service Installation
(i) Sargent Avenue
D2.4 The City currently has no approved funding in the Capital Budget for Part 2 of the Work
but is anticipating receiving notification about funding from the City of Winnipeg Water and Waste
Department by late May. Part 2 of the Work are contingent upon the City of Winnipeg Water and
Waste Department approving sufficient funding.
D2.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall
have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced
accordingly.
D2.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to
D2.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for
purposes of C7.5.
D2.4.3 If all or any portion of Part 2 is eliminated pursuant to D2.4.1, the time
periods stipulated in D19 for Substantial Performance of the Work and in D20 for Total Performance
of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D2.5 The major components of the Work are as follows:
(a) Concrete Reconstruction (Sargent Avenue)
(i) Installation of catch pits and drainage connection pipe
(ii) Installation of catch basins c/w subdrains and sewer service pipe
(iii) Removal of existing trees and planter boxes
(iv) Removal of existing asphalt/concrete pavement
(v) Removal of paving stones on roadway and sidewalks
(vi) Excavation and subgrade preparation
(vii) Insulation of water services
(viii) Place separation/filtration geotextile fabric and geogrid
(ix) Place Granular A limestone sub-base and base course granular layers
(x) Construct 250mm plain dowelled concrete pavement (slip-form and hand placement)
(xi) Construct 200mm reinforced concrete approaches with Type “A” bar mat
(xii) Construct barrier curb, modified barrier curb and curb ramp
(xiii) Installation of structural soil cells
(xiv) Construct monolithic curb and 100mm sidewalk with block outs
(xv) Construct 100mm sidewalk with block outs
(xvi) Construct 150mm reinforced sidewalk with block outs
(xvii) Installation of paving bands
(xviii) Place asphalt for tie-ins where necessary
(xix) Adjustment of manholes
(xx) Restoration of boulevards
(b) Pavement Rehabilitation (Edmonton Street)
(i) Planing of existing asphalt pavement
(ii) Abandoning existing catch pits and catch basins
(iii) Installation of new catch basins and sewer service pipe
(iv) Renewal of miscellaneous pavement slabs (200mm reinforced concrete pavement)
(v) Renewal of existing barrier curb (100mm reveal height), modified barrier curb (150mm reveal
height) and curb ramp
(vi) Renewal of existing sidewalks c/w detectable warning tiles as required
(vii) Adjustment of catch basins and manholes
(viii) Installation of pavement repair fabric at various locations
(ix) Construction of new asphalt overlay (80mm average thickness)
(x) Restoration of boulevards
