Provision of Construction Services for Waterline Upgrades and Common Area Refres

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba  (“Manitoba”), as represented by the Minister of Public Service Delivery, on behalf of the Owner of 
the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective General Contractors to submit proposal for waterline upgrades and common area refresh as further described in Section 1  of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this 
tender at its sole discretion.
 
Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a 
non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, 
where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

The work is being done in a twenty-unit single-storey apartment building located at 307 7th Ave South, Swan River, Manitoba. The Worksite location will be partially occupied during construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters
regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

Site Visit

An optional site visit has been scheduled as follows:
Location: 300 7th Avenue South, Swan River, Manitoba
Date and Time: June 16, 2026, at 2:30 PM central time

Proponents are to meet at 300 7th Avenue South, Swan River, Manitoba prior to 2:30 PM to sign the site attendance sheet.
Proponents are to pre-register for the site visit by email to the RFP contact at bids@gov.mb.ca by June 15, 2026.

Deadline for registration is the end of the business day June 15, 2026.

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from Manitoba’s
representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions June 23, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address.

Bid submission deadline is July 7, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
