Provision of Consulting Services for Boiler System Replacement

This Request for Services (the “RFS”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, to prospective Pre-Qualified Suppliers to submit proposals for consulting services for Churchill Town Centre boiler replacement as further described in The Statement of Work (Appendix 1) (the “Services”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

Contact the RFS Contact by email with any questions relating to this Request for Services (RFS). Manitoba will inform Pre-Qualified Suppliers about any changes to this RFS on MERX before the submission deadline via an addendum.

Pre-Qualified Suppliers are solely responsible for obtaining all information that may be necessary in order to understand the requirements of this RFS and submit a Proposal in accordance with the terms and conditions of this RFS. No allowance will be made for the failure of a Pre-Qualified Supplier to obtain such information or to make such investigations.

Pre-Qualified suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFS Contact, concerning matters regarding this RFS. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal.

Pre-Bid Meeting
An optional pre-bid meeting has been scheduled as follows:

Date and Time: June 23, 2026 1:00 PM local time

Pre-Qualified Suppliers are to pre-register by email to the RFS Contact at bids@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is the Pre-Qualified Suppliers responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day June 22, 2026.
Attendance at the pre-bid meeting will be confirmed and recorded.
Due to the remoteness of the work site, no on-site visit is scheduled. If proponents still wish to view the site in person, arrangements for access can be made by contacting the RFS Contact. Note that transportation costs are proponent’s responsibility and no Manitoba staff will be on-site.

Pre-Qualified Suppliers are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the pre-bid meeting unless the RFS Contact has provided the information in writing.

Deadline for questions June 26, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. Manitoba will only address questions thatwere sent to this email address.

Bid submission deadline is July 8, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
