Supply and Delivery of Miscellaneous Automotive Parts

Request for Quotation (RFQ) No. 10000573-26
Bids are invited for the Supply and Delivery of Miscellaneous Automotive Parts, as detailed in Section 4.2 – Scope of Work/Specifications, Pricing Submission Form (Excel Spreadsheet), and Mandatory Requirements Forms.

Interested Vendors will provide required forms for submission and certificates as per section 2.2 and Mandatory Requirements Appendices.

Submission Requirements
Quotations must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Bidders review the MERX EBS instructions well in advance of the submission deadline and allow sufficient time before the submission deadline to upload documents and finalize their submissions.  Bidders making submissions near the deadline do so at their own risk. The determination of whether the Bid is delivered by the submission deadline shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.

Vendors are to submit their Quotation through the MERX EBS System prior to 13:00:00 P.M. (Toronto local time) on July 20, 2026.

Objective
The objective of this RFQ is to procure and ensure the timely delivery of Miscellaneous Automotive Parts for the Toronto Police Service (TPS). TPS intends to award the contract to a single Bidder for all items listed in the Pricing Submission Form (Excel Spreadsheet). Bidders must submit pricing for all items listed in the Pricing Submission Form (Excel Spreadsheet) for their quotation to be considered. Failure to provide pricing for all items will result in the Bid being declared non-compliant and disqualified from the evaluation process.
Mandatory Requirements
Vendors to refer to section 2.2 Required Forms for Submission of the RFQ addressing required forms and documents for submission.

Term of the Contract
The term of the contract for the provision of goods and/or services shall commence from November 1, 2026, for a base term of one (1) year, plus an additional four (4) x one (1) year option periods. Furthermore, the decisions to renew the contract for any option term or early termination is at the sole discretion of TPS. TPS may take into consideration the following for the decisions to exercise any option years.

• Continued need
• Available budget / Budget approval
• Annual price adjustment
• Operational needs
• Quality of product
• Vendor performance during the contract including meeting timelines and deliverables

All terms and conditions of the Contract shall remain the same and continue during the extended Term.

Piggyback (if applicable)
The TPS may, upon request, permit other Public Bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any Contract which may result from this RFQ. 
Bidders are requested to indicate on the Pricing Submission form if they extend the pricing, terms and conditions of this Bid to other Public Bodies including PCPG, if the Bidder becomes the successful vendor. 
If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and/or Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor.  Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating agencies.
Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
