Description
In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.
Pre‑Qualified Suppliers must direct all questions regarding this Request for Services (RFS) to the RFS Contact by email. Any changes or clarifications to this RFS will be communicated to all Pre‑Qualified Suppliers through an addendum posted on MERX prior to the submission deadline.

Subject Title: Project No. 2026-39-5162-S Duke Power System Upgrade
Pre-Qualified Suppliers are solely responsible for obtaining all information that may be necessary in order to understand the requirements of this RFS and submit a Proposal in accordance with the terms and conditions of this RFS. No allowance will be made for the failure of a Pre-Qualified Supplier to obtain such information or to make such investigations.
An optional site visit has been scheduled as follows:
Location: Parking Lot (Countess Avenue East), 329 Duke Avenue, Portage La Prairie, Manitoba
Date and Time: August 7, 2026 11:00 AM Central Time
Pre-Qualified Suppliers are to meet at the parking lot prior to 11:00 AM to sign the site attendance sheet.
Pre-Qualified Suppliers are to pre-register by email to the RFS Contact at bids@gov.mb.ca. Deadline for registration is 12:00 PM on August 6, 2026.
If Pre-Qualified Suppliers are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFS Contact.
Pre-Qualified Suppliers are not entitled to rely on information received from Manitoba representatives or other third parties at the site visit unless the RFS Contact has provided the information in writing.
Deadline for questions August 19, 2026. All questions must be submitted to the RFS Contact at Bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.
Bid submission deadline is August 26, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted
