Market Power Mitigation Reference Levels and Reference Quantities

Description
The IESO is seeking qualified Service Providers to support its efforts with respect to the determination of resource-specific reference levels and reference quantities for the energy market and the operating reserve markets. This may include providing services to the IESO in relation to its public and private discussions, reviewing supporting materials provided by the market participants, and recommending appropriate reference levels and reference quantities within the construct of MPM framework as defined in the applicable Market Rules and Market Manuals.
The IESO will acquire one Service Provider in each of the following categories (the “Categories”):

- Thermal Generation (e.g., biomass, combined cycle gas, simple cycle gas, cogeneration gas)
- Hydroelectric Generation (e.g., river run, dam storage, cascaded, pumped storage)
- Solar Generation (e.g., large scale roof-top/ground-mounted)
- Wind Generation (e.g., onshore/offshore, horizontal/vertical axis turbines)
- Nuclear Generation (e.g., CANDU, SMRs)
- Energy Storage (e.g., battery storage, compressed air)
- Dispatchable Load (e.g., factories, mills, demand response, aggregated load, data centers)
- Intertie Trading (e.g. interjurisdictional trades of energy and operating reserves)

Proponents may submit a proposal for any combination of the above noted Categories.
The IESO intends to select the highest-ranked Proponent in each Category as the Preferred Proponent for that Category. A Proponent may be selected in one or more Categories.
