Q8: The Cost Per KM ask ("Cost Per KM Outside Maritimes") in Appendix B is the same for Passenger Vehicles and Light Trucks. Section 3.07 KILOMETERS from the Specifications seems to indicate a different free KM for Passenger Vehicles and Light Trucks when travelling within the Maritimes?

R8: A version 2 of Appendix B-2 has been added, as the original version is missing columns for bidders to indicate the number of free kilometers for daily, weekly and monthly rentals of light truck vehicles. No changes to Appendix B-1 for Passenger vehicles.

Q7: I do not see a place on Appendix B-2 Vehicle Rate Information to add daily and weekly rates for optional equipment?

R7: Appendix F has been added for bidders to submit daily, weekly and monthly rates for optional equipment.

Q6. There is no indication of damage deductible we have to agree to this tender as in the past. Will our deductible have an impact on where a government employee has to rent? Is there a minimum/maximum deductible?

R6. Deductibles are detailed under paragraph 2.15(c) of the Specification. The deductible increases for Light Trucks up to $10,000.00 from $3,500. Passenger Vehicles will remain at $3,500.

The location for bidders to submit their deductible is located at the last column of the following pages:

- B-2/3 of 4.

Q2. Can you also please clarify if the province will accept $2,000,000 liability as per before.
R2. Yes--the first clause of paragraph 2.15(a) is hereby amended to read:

Each rental vehicle will have a minimum of two million 
dollars ($2,000,000.00) insurance coverage for Section A -
Third Party Liability Insurance (PL/PD) provided by the rental 
agencies and included as part of the quoted rate.

Q3. Will the province be asking for proof from all providers for the liability amount as well to make sure they the liability requested in the tender?
R3. Yes--this will be evaluated and vendors who do not provide the required insurance coverage in their submissions will be deemed non-compliant to the attached Specifications.

Q4. Regarding Airport Concession Fees: if pricing is the same for all cities, are we able to complete one bid sheet and outline that concession fees vary by airport?
R4. Vendors may complete ONE bid sheet per airport location and indicate which airport in the area provided (below 'Saint John') on page B1/1 of 2 or B2/1 of 4.

Q5. Regarding 2.06 Rental Period: We provide daily, weekly and monthly rates for each rental class. When there is a rental that is longer than month, we continue to offer the daily, weekly and monthly rates. Our systems do not allow charging a rental charge that is more than your monthly rates for a rental for 26 days.
R5. To accurately evaluate bid submissions, we require that all vendors submit their monthly pricing based upon a 30 day period.

Q1. Is it accurate that the minimum liability required is $5,000,000 dollars on each rental vehicle as opposed to $2,000,000 dollars in the previous tender (2018)?
R1. Yes - the Terms are the same, the revised dollar amount being the only change.

SCOPE
This Invitation to Tender consists of the supply of TWO (2) categories of Automotive Vehicle Rental Services on an as- and when-required basis as per the Specifications attached to this document.

The Contract(s) of Supply resulting from this Invitation to Tender shall be for a TWO (2) year term--from April 1, 2023, through March 31, 2025, inclusive--with the availability of THREE (3) one-year Option Year periods (April 1, 2026, though March 31, 2027; and April 1, 2027, through March 31, 2028; and April 1, 2028, though March 31, 2029 --dates inclusive) upon written mutual agreement from both parties.

CONTRACT AWARD CRITERIA
See Section 1.06 within the attached Specifications.

SPECIFICATIONS
Specifications are attached to this Invitation to Tender.

DELIVERY DATE AND PRICE
Vendor should make available the vehicle class/type requested by a PNB employee for the dates required as per the PNB employee's request.

See Section 1.04 within the attached Specification regarding price.

See Sections 3.03, 3.04, and 3.05 regarding delivery.

VENDOR QUESTIONS
All inquiries should be received seven (7) calendar days prior to the closing date; any inquiries received less than 7 calendar days prior to the closing date cannot be guaranteed a response. Please reference the tender number and closing date within your communications to ensure a prompt and accurate reply.

SUBMITTALS
Paper copies of bids are no longer accepted. Please see the clause below titled "Instructions for Bid Submission" for instructions to submit bids.

HOW TO SUBMIT PRICING
See Section 1.05 within the attached Specifications.

REQUIREMENTS
An Invitation to Tender (ITT) document--this document--is not required for submission. However, a signature upon the ITT will satisfy the requirements for a signed and dated bid.

Only the FIVE (5) aforementioned Appendices--including Appendix A which MUST be signed and dated--are required for a complete bid submission.
