    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    An ACAN is a public notice indicating to the Supplier community that the City of Moncton intends to award a contract for goods, services or construction to a pre-identified Supplier. However, before awarding a contract, the City wishes to provide other Suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during a fifteen (15) calendar day posting period.

    If other potential Suppliers submit statements of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the City of Moncton will proceed with a competitive bidding process amongst those Suppliers having responded to the ACAN who have clearly demonstrated that they are capable of satisfying all of the requirements specified in the ACAN notice, in order to award the contract.

    ALL QUALIFIED ACAN SUPPLIERS WILL BE PROVIDED WITH DETAILED TECHNICAL SPECIFICATIONS BY THE CITY OF MONCTON IN ORDER TO PREPARE THEIR BID RESPONSE. THE CONTRACT SHALL BE AWARDED TO THE LOWEST BIDDER HAVING MET OR EXCEEDED ALL TECHNICAL SPECIFICATIONS AND REQUIREMENTS.

    If no other Supplier submits a statement of capabilities meeting the requirements set out in the ACAN on or before the Closing Date, a contract will be awarded to the pre-selected supplier.


    OVERVIEW OF INTENDED PURCHASE / REQUIREMENTS

    The City of Moncton's Public Works Division, in collaboration with the Fleet Division, is seeking to purchase two (2) only new Plow Trucks which are to be fully assembled and delivered by the successful Supplier BY EARLY-TO-MID 2025. The Plow Trucks to be delivered will be comprised of a Freighliner Conventional Cab, Allison RDS-4500 Transmission, 13 ft. Larochelle All-Season Dump Body, Tenco 12' Front Plow, Side Wing, Hitch, and Male Coupler, as well as a Dickey-John Sand / Salt / Pre-Wet Spreader System.

    Alternative component Manufacturers are NOT able to be considered at this time, in order for the City of Moncton to maintain standardization and interchangeability with its existing fleet of snow clearing and ice control equipment and inventory of replacement parts and components.

    One (1) Supplier in the Atlantic region (Applied Pressure Inc.) has indicated that they are able to assemble and deliver fully-assembled Plow Trucks which meet the City's operational, functional, and technical requirements and standardized components / systems. Therefore, the City intends to proceed with the purchase of two (2) fully assembled Plow Trucks from Applied Pressure Inc., unless other Suppliers can demonstrate their ability to supply and deliver two (2) Plow Trucks which meet or exceed the City of Moncton's operational, functional, and technical requirements, as well as the budgetary range specified herein.

    The estimated cost of this purchase is within the range of $975,000.00 to $990,000.00 including all taxes, freight charges, delivery charges, licensing fees, tire levies, etc.


    MINIMUM TECHNICAL SPECIFICATIONS AND REQUIREMENTS

    Delivery Timeframe:

    - Fully assembled and operational Plow Trucks must be delivered to the City of Moncton by early-to-mid 2025
    - FOB delivered to 100 Worthington Avenue, Moncton, N.B.

    Minimum Cab and Chassis Requirements:

    - Freightliner Conventional Cab
    - GVWR 68,000
    - 6X4 Configuration
    - Air Ride Suspension
    - 500 HP minimum @ 1800 RPM, 1800 lb - ft Torque @ 1100 RPM Engine
    - The transmission shall be Allison RDS-4500

    Minimum Requirements for All-Season Dump Body:

    - Larochelle 13 ft. Dump Body
    - Minimum inside dimensions of the box shall produce a floor area of at least 13,500 square inches
    - Overall outside width shall not exceed ninety-six inches (96"), excluding gearbox.
    - The inside dump assembly floor, conveyor covers, and conveyor bed shall be constructed steel having a yield strength of 180,000 psi and a minimum thickness of 1/4"
    - The inside dump assembly shall be hinged with a four (4) section (minimum) hinge assembly.
    - The side dump assembly shall be equipped with a hinged safety brace.
    - Brackets for two (2) brine tanks (approximately 31"H x 38"W x 21"D) to be installed below cab shield before painting
    - A left side conveyor system with a bolt in base plate shall be supplied with all boxes
    - The material from the front opening shall be distributed by a seventeen inch (17") minimum diameter urethane spinner

    Minimum Requirements for Tenco Plow and Wing

    - 12' Front Plow - Tenco Model TCP-12T-42-E2-HA2
    - Side Wing - Tenco Model TCW-12T-40-N-R
    - Hitch and Male Coupler - Tenco Model H345FD

    Minimum Requirements for Dickey-John Sand / Salt / Pre-Wet Spreader System

    - Dickey-John Control Point (Part #CPPWM) including Pre-Wet Cabinet


    MINIMUM SUPPLIER QUALIFICATIONS AND REQUIREMENTS:

    - The Supplier must be capable of purchasing and supplying all required OEM parts and components to complete the assembly of the Plow Truck unit specified herein. Therefore, Suppliers shall identify / confirm their list of authorized distributors / Suppliers for each manufacturer specified herein.

    - The Supplier must have highly-experienced and qualified technicians on staff with extensive demonstrable experience in completing the assembly, testing, and commissioning of commercial-grade Plow Trucks, and technical certifications from one (1) or more of the manufacturers specified herein (Freightliner, Allison, Tenco, Dickey-John, Larochelle). A "statement of qualifications" regarding the Supplier's in-house staff, and 3rd party component suppliers / manufacturers / distributors shall be included as part of their "Statement of Capabilities"

    - Suppliers shall also submit a minimum of two (2) references for commercial grade plow trucks assembled and sold within the last five (5) year period for commercial / institutional clients which have identical or similar components to the Plow Truck configuration specified herein.

    The following information shall be included for each Client Reference, at a minimum:
    - Client Name and Address
    - Name of Client's Project Manager, incl. Telephone Number and / or E-mail Address
    - Duration of contract (commencement and completion dates)
    - Approximate contract value
    - A brief, written description of the specific services provided
    - Names of Project Lead, Key Project Supervisor(s), and Key Tech
    - Subcontractors or Sub-Consultants (if any) used on the project

    - The Supplier must be capable of scheduling and sequencing all work and required equipment / components to ensure that a fully assembled and operational Plow Truck unit is delivered to the City of Moncton on or before early-to-mid 2025.


    SUBMITTAL OF "STATEMENT OF CAPABILITIES"

    Suppliers who consider themselves fully qualified and capable of meeting the specified requirements may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the Closing Date of this Notice. The statement of capabilities must clearly demonstrate how the Supplier meets or exceeds the advertised requirements outlined herein.

    The Closing Date and Time for accepting statements of capabilities is MONDAY, APRIL 8, 2024 @ 3:00pm (ATLANTIC TIME)
