    Fredericton, the capital of the Province of New Brunswick, is located on the east coast of Canada along the banks of the Wolastoq/Saint John River. Fredericton has a growing population, stable economy, strong institutions, and offers a high quality of life for its citizens. It is expected that Fredericton will continue to attract people from elsewhere in Canada and around the world. As of 2024, Fredericton has an estimated population of 71,000. The Fredericton growth strategy and the Imagine Fredericton Municipal Plan indicated that Fredericton's population is projected to increase to over 90,000 residents by 2041.

    The Local Government is seeking proposals for the supply, installation, implementation, and support of a combination of software solutions tailored to meet the diverse needs of the municipality. The Local Government is committed to delivering exceptional services and fostering community development. The objectives of this procurement endeavour are to replace and modernize the Local Government's existing systems, to empower front-line employees with intuitive tools and streamlined processes, to provide constituents with more accessible and transparent municipal services, and to better leverage data analytics for informed decision-making. To achieve these goals, the Local Government intends to use this Request to Proposal to solicit responses for all or any combination of the following three systems, which are detailed further in Sections 16 to 20 of this RFP:

    Stream A: Customer Relationship Management (CRM)/Work Order System

    Stream B: Building Permit & By-law Management System

    Stream C: Planning & Land Development System

    The Local Government is seeking partners who can provide a robust software platform that meets the technical specifications outlined in this request for proposal. The Local Government invites Proponents to share their expertise and demonstrate how their solution will propel the Local Government towards technological advancement and operational excellence.

    Proposal response packages will comprehensively address the following key areas:

    Company and Team: Showcasing the Proponent's competencies, capacity, and track record of successfully implementing projects of similar scope in the public sector.

    Project Management Methodologies: Proponent's approach to managing a successful implementation.

    Training Programs: Detailed training offers to equip the Local Government's team with the necessary skills to utilize the systems effectively.

    Ongoing Services and Support: Support and maintenance services to keep the system operational.

    Solution Description: Description of the proposed solution and its value proposition.

    Integration Capabilities: Proponent's solution's ability to integrate with the existing technological ecosystem.

    Configuration Scope and Methodology: How the Proponent plans to configure the software to the specified requirements and the extent of system configuration to meet the Local Government's operational needs.

    SaaS Offering and Data Security: Details on SaaS options, focusing on data security and compliance.

    Proposals will respond to detailed requirements through a combination of both a Technical Specification checklist and a written response, as outlined in the Proposal Response Format and Scope of Services of this RFP.
