Q1: You ask that the garment is constructed as per CAN/CGSB-155.22.2014 and NFPA 1977. Are you asking for the garments to meet these standards or be certified to these to them?
A1: The garments must be:
- This garment must be constructed as per CAN/CGSB-155.22.2014 Fire Line Workwear for Forest Firefighters and the NFPA 1977. (please note the NFPA 1977 is transitioned to NFPA 1950. UL is handling this now.)
- In order to be considered for this requirement, all bidders must be certified by a third party laboratory which complies with CAN/CGSB-155.22.2014 Fire Line Workwear for Forest Fire Fighters and to NFPA 1977.
- Certification must be in effect as of the closing of this Request for Standing Offer and for the full period of the Standing Offer term(s). A copy of the manufacture's Certification must be suppled at time of submission, (the specific goods on which the bidder is quoting must be listed by third party laboratories certification).
Q2: If the garments are to be certified, can they be Certified to one or the other standard?
A2: Both as per above.
Q3: Do you have an estimated quantity that could be purchased throughout the length of the contract?
A3: The estimated quantity that we would purchase would be approximately 50 shirts and 50 pants per year.

SCOPE
The Department of Natural Resources and Energy Development is looking to establish a Contract of Supply for Fireline Workwear on an as and when required basis.
This contract will be in place from Contract Award to June 30, 2028, with the option to renew for two (2) additional one (1) year terms upon agreement by both parties.
OPTION YEAR PRICING
Pricing will be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index (CPI). If a mutually agreed upon price cannot be reached GNB reserves the right to re-tender, re-award or delete the item(s) in question.
SPECIFICATIONS
Items must meet or exceed the specifications in the attached documents.
The bidder MUST be able to provide female specific sizing.
It is mandatory for the manufacturer of the Wildland Forest Fire Fighting clothing specified in this Invitation to Tender (ITT) to be an ISO 9001:2015 (or the latest version) registered company.
This garment MUST be constructed as per CAN/CGSB-155.22.2014 Fire Line Workwear for Forest Firefighters and the NFPA 1977.
All bidders MUST be certified by a third-party laboratory which complies with CAN/CGSB-155.22.2014 Fire Line Workwear for Forest Fire Fighters and to NFPA 1977.
Certification MUST be in effect as of the closing of this Invitation to Tender and for the full period of the contract, including all option years. A copy of the manufacture's Certification should be supplied at time of submission, (the specific goods on which the bidder is quoting MUST be listed by third party laboratories certification).
The following Ministry specification is in addition to CAN-CGSB-155.22.2014 or NFPA 1977. In the event that a portion of the Ministry specification compromises CAN/CGSB-155.22.2014 or NFPA 1977 then CAN/CGSB -155.22.201 or NFPA 1977 shall take precedence over that portion, which is affected.
COLORS:
- Shirt and Coveralls - Yellow, Color #C5110.
- Pants - Navy, Color #C1934.
CRESTS: No charge to sew on customer supplied crest.
VELCRO STRIPS: Vendor must supply one 2" x 5" Velcro strip above each pocket on the front of each shirt. See attached image for example.
RELFECTIVE STRIPS: Bidder must supply reflective strips (2" wide) on chest pockets and sleeves of each shirt, as well as on rear pockets of each pant. See attached images for examples.
Crests, velcro strips and reflective strips on the shirts must be as in attached specifications.
MINIMUM ORDER: 20 units of shirt and pant combination.
The following provinces will be permitted to join the contract if desired at any time
during the term:
- Nova Scotia
- Newfoundland & Labrador
- Prince Edward Island
NB will NOT accept any clothing containing PFOA (perfluorooctanoic acid). PFOA (Perfluorooctanoic acid) is a synthetic, long-lasting "forever chemical" (part of
the PFAS family) once widely used to create water-, stain-, and grease-resistant
coatings like Teflon. It is linked to serious health risks, including cancer and
liver disease, leading to its phase-out in many products, though it persists in the
environment.
SUBMITTALS
For evaluation purposes, bidders are requested to provide detailed specifications on the product being bid with their bid submission.
Bidders are also required to submit performance results indicating that their product meets or exceeds the performance characteristics attached.
CONTRACT AWARD CRITERIA
Bidder must be certified by CGSB or NFPA 1977.
The successful bidder will be contacted prior to award to provide proof of certification.
Prior to contract award the lowest compliant bidder will be contacted to supply a sample of the shirts, and pants in Men's and Women's size large to ensure that the clothing meets the needs based on; quality, durability, breathability, drying time, fit & comfort at the Bidders expense as part of the evaluation process, and the department may also conduct reference checks and reserves the right to contact other departments and agencies within GNB to obtain information on the bidder's past performance withing the previous five (5) years. Results from the aforementioned consultation that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the bidder's bid.
The Province of New Brunswick reserves the right to negotiate pricing, value added and other savings opportunities with the successful proponent at the time of award and throughout the contract.
HOW TO SUBMIT PRICING
Bidders are invited to submit their UNIT PRICE--the price for a single product within the Tender Item--under the 'Unit Price Including Discount' column. Bidders should then multiply their unit price by the 'Quantity/Unit' to calculate the 'Extended Price'. The 'Unit Price Including Discount' and 'Extended Price' should NOT include taxes.
When stating "Unit Price," bidders MUST include delivery to the shipping address detailed above. The bid price MUST include any additional costs and/or charges that may apply. All prices MUST be FOB destination, freight prepaid. Do NOT include any sales/HST taxes in the prices quoted in the tender document.
Prices bid MUST be held firm for the initial contract term ending on June 30, 2028.
DELIVERY AND PRICE
The successful bidder is to deliver the goods to the Addresses detailed above 60 days upon receipt of an Official Order / Release against this Contract. (Subject to availability of materials)
