    SCOPE
    The Department of Justice and Public Safety (JPS) - Office of the Fire Marshal - is looking to establish an Estimated Quantity Contract for the supply and delivery of Fire Safety Gazette to various locations as listed in the 'School Listings' attachment.

    This is a one (1) year contract with the option to renew for one (1) additional year upon written agreement from both parties.

    Note: Upon award, the successful bidder will be supplied Teachers Letters, English safety posters, and French safety posters to be shipped along with the number of requested gazettes to the schools listed.

    SPECIFICATIONS
    Please refer to the Item Description below and the attached documents.

    Last year's copy attached as sample. Final print specifications for the 2026 Fire Safety Gazette will be sent by email to the awarded print shop from the Department of Justice and Public Safety - Office of the Fire Marshal.

    SUBMITTALS
    Bidders should include product information / specifications with their bid submission.

    CONTRACT AWARD CRITERIA
    Compliant bids will be evaluated and awarded based upon the lowest total price bid that meets the specifications listed within this document.

    Prior to production, Bidder(s) are required to send hardcopy proof to Karine St-Coeur,
    Karine.St-Coeur@gnb.ca for approval.

    The department may conduct reference checks and reserves the right to contact other departments and agencies within GNB to obtain information on the bidder's past performance withing the previous five (5) years. Results from the aforementioned consultation that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the bidder's bid.

    HOW TO SUBMIT PRICING
    Bidders are invited to submit their UNIT PRICE--the price for a single product within the Tender Item--under the 'Unit Price Including Discount' column. Bidders should then multiply their unit price by the 'Quantity/Unit' to calculate the 'Extended Price'. The 'Unit Price Including Discount' and 'Extended Price' column directly on this Invitation to Tender. The "Total including all charges" should not include taxes.

    Unit pricing MUST include all shipping and delivery costs.

    DELIVERY DATE AND PRICE
    Bidders(s) are requested to deliver the 2026 Fire Safety Gazette on or before September 14, 2026.

    Shipping to 435 different addresses and quantities as per the attached distribution lists.

    Shrink wrapped in bundles of 50. If quantities listed are not exact bundles of 50, bidder(s) are requested to ship the remaining quantity separately in the shipping box/container.

    Example: 160 Gazettes required = 3 Shrink Wrapped bundles of 50 and an additional 10 in the box.

    Bidder(s) will include 2 posters (1 English and 1 French), a Teacher letter/memo and the gazettes in each place (school or fire department) for shipping.

    Once the contract has been awarded, posters and letters will be supplied to the successful bidder by the Department of Justice and Public Safety - Office of the Fire Marshal - for distribution.

    BIDDER QUESTIONS
    All inquiries should be received five (5) calendar days prior to the closing date; any inquiries received less than five (5) calendar days prior to the closing date cannot be guaranteed a response. Please reference the tender number and closing date within your communications to ensure a prompt and accurate reply.
