Description
This Request for Proposals (the 'RFP') is an invitation by the Province of Nova Scotia (the 'Province') as represented herein by the Minister of Service Nova Scotia, for and on behalf of the Nova Scotia E911 Cost Recovery Fund ('the Fund', and together with the Province, 'Nova Scotia'), is an invitation to prospective proponents to submit proposals for the provision of Audit of the Nova Scotia E911 Cost Recovery Fund and Production of Financial Statements of RFP as further described in the RFP Particulars (Appendix D) (the 'Deliverables'). This RFP is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual.
The Emergency Management Office (EMO) is responsible for emergency planning and coordinating emergency responses. The office works with municipal authorities to help plan for emergencies, coordinate provincial resources when there is an emergency and help with analysis and evaluation after an emergency. The EMO also administers the provincial emergency 911 service.
The 911 system is user Funded via monthly subscriber fees attached to land line and wireless phone numbers. These fees are submitted by Telecommunications Carriers (TC) to the Province and are administered by the Department of Finance. The Fund is overseen by the E911 Cost Recovery Committee (the Committee) which approves annual operating budgets in conjunction with taking steps as required to ensure the Fund’s long-term fiscal stability. To facilitate this work, the Fund’s financial position is evaluated annually via the compilation of an annual audited financial statement.
The Fund is seeking the services of a qualified public accounting firm (including, but not limited to sole proprietorships, companies, and partnerships) to produce, and report on, the annual financial statements of the Fund for the 2023-2024 and 2024-2025 fiscal years.
