Facility Conditions Data Management System

NSECSB (Nova Scotia Education Common Services Bureau) has a mandate to support the efficient administration and operations of Nova Scotia's public education system. It provides programs and services which align operations at the education entities, and which support prioritization and efficiency at EECD and the entities. The educational entities will be clients and users of the Facility Condition Data Management System, with requirements to enter and edit data, generate and view reports, and analyze findings for the purposes of managing facilities and assets, and developing and implementing maintenance and improvement plans. The eight educational entities maintain their facility condition management data with an existing Facility Condition Data Management System. This system is tracking 439 facilities, and approximately 22,000 components. Each entity has read / write access to its respective portfolio, while EECD maintains read-only access to the full dataset. At this time, EECD and the eight entities are seeking to enter a five-year contract with a qualified provider of a Facilities Condition Data Management System. This RFP seeks proposals for a Facility Condition Data Management System, which is characterized by the following high-level capabilities and features: • Ongoing updates of FCA data • Portfolio-wide dashboard visualization • Multi-year capital planning and scenario modelling - up to a ten-year horizon • Easy export and analysis of facilities data • Configurability and scalability • Cloud-based deployment It is preferred that the system be cloud-based, but on-premises deployment may be an option
