    Description
    This Request for Proposals (the “RFP”) is an invitation by the Halifax Regional Water Commission (“Halifax Water”) to prospective proponents to submit proposals for Aerotech Park Wastewater Treatment Facility (WWTF) Lagoon Sludge Removal and Disposal as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The WWTF services the Halifax Stanfield International Airport and the surrounding Aerotech Park region. A facultative lagoon located on-site intermittently receives wastewater from various sources within HRM. The lagoon functions as a pretreatment step prior to discharge to the Aerotech WWTF. The lagoon was last cleaned in 2016, during which approximately 1,000 bone dry tonnes (b.d.t.) of material were removed and disposed of at Envirem Organics in New Brunswick. Halifax Water is seeking an experienced Contractor to manage the removal, dewatering, transport, and disposal of sludge and biosolids from the lagoon, as described in the drawings and specifications. The Contractor will be responsible for all coordination and execution of the Work, which generally includes-but is not limited to-temporary power supply and installation, equipment provision, demolition and removals, site restoration and reinstatement, and any associated modifications required to complete the project. This project is critical to the continued operation of the facility. As such, Halifax Water requires a Contractor with demonstrated experience in municipal wastewater lagoon sludge removal and disposal projects to ensure the work is completed efficiently and with minimal disruption to treatment operations. The Work is expected to commence once the lagoon is ice free and site ground conditions are sufficiently dry and stable to support the required equipment. Typically, the lagoon is ice free in March, with soil conditions stabilizing in April/May. Proponents should be aware that spring weight restrictions are enforced on certain provincial roadways, which may affect mobilization schedules and disposal transport routes. In general, the Scope of Work includes the following: • Supply site power via portable generator. • Supply and temporary installation of all required barge and/or surface mounted sludge dredging equipment. • Supply and temporary installation of mechanical dewatering equipment. • Removal, polymer addition, dewatering and disposal of sludge
