Description
The project requires the Proponent to:
• Undertake a review of pre-identified Town owned properties to be considered for designation as surplus property and their feasibility for development as affordable housing.
• The review will consider the following criteria:
o The Town of Lunenburg’s Land Divestiture Policy inclusive of Appendix: A - Land Profile Evaluation Tool.
o The Town of Lunenburg’s Municipal Planning Strategy & Land Use By-law with the intent of delivering the most appropriate number of dwelling units, not requiring any amendments to the Town’s planning documents.
o The availability and suitability of site access & servicing.
o The property’s heritage value and importance to the UNESCO World Heritage Designation.
o An assessment based on the above of the likelihood of the site being financially viable for development.
• Score the provided properties based on the above criteria or any other advisable criteria identified by the Proponent and provide an evaluation matrix to the Town with a recommendation for one property to be moved to surplus.
• Provide a presentation to the Town of Lunenburg Council on the above at an appropriate Committee of the Whole Meeting on or before October 10, 2026.
The following are out of scope:
• Determination of costs associated with electrical utility services, water, and sewer utility connections.
• Unless able to be incorporated into the overall budget, Fair Market Value for the land.
• Review or evaluation of any engineering requirements related to infrastructure standards or buildings.
