    Description
    INTRODUCTION
    The Huron-Perth Catholic District School Board (hereinafter referred to as “the Board”) encompasses approximately 6,000 square kilometers and serves the communities located in Huron and Perth counties.  The Board consists of 16 Elementary Schools, 2 Secondary Schools and Board Office with approximately 5,000 students and 500 staff.
    The Board invites interested parties to submit responses to this Request for Proposal (RFP) for the provision of snow removal services from October 2023 to March 2028 (5 years).
               
    STRUCTURE OF THIS RFP
    The Board utilizes a web-based Supply & Tender Management Software solution provided by eBase for competitive procurements.  All responses and bidding must be done through this online submission tool according to the instructions and specifications provided therein. 
      
    REGISTRATION
    Interested parties must register at https://hpcdsb.ebasefm.com/submissions, by following the instructions below:
    1. Click the “Register” button under New User
    2. Fill out the required information and click “Register”
    3. An email will be sent to the email address you have provided as verification.  Click the validation link to validate your account.  Once the validation process has taken place, the account is activated by the Board Administrator.
    4. You will receive an email indicating whether your registration is approved or denied by the Board.
    5. If approved, you can log into your account at https://hpcdsb.ebasefm.com/submissions using your email address and password.
    6. Once you have logged in you will be able to access the RFP components which include General Terms and Conditions, Scope of Work, References and Sites to bid on.  The detailed instructions for completing and submitting your response will be provided under the “Documents” icon in the top right-hand corner of this web portal, entitled “Instructions”.
    Only those respondents providing the information requested as part of this registration process will be granted access to view the RFP components and submit responses.
     
    SUBMISSIONS
    Submissions must be made online at https://hpcdsb.ebasefm.com/submissions in accordance with the detailed instructions provided therein.  Only submissions completed in accordance with these instructions will be considered.  Responses or bids made in any other format will not be accepted.
    Access to the RFP components and ability to place bids will cease at the closing date and time indicated below.  The official time will be the server clock displayed on the aforementioned website. 
    Since this online submission tool can be accessed anywhere, the Board and eBase cannot be held responsible if the respondent loses their local internet service.
    The Board will not have access to view any submissions until after the closing date and time.

    QUESTIONS
    All questions pertaining to this RFP must be submitted by E-Mail to Christine Mills at cmills@hpcdsb.ca no later than 12:00:00, EST on July 17, 2023.  The Board will only be bound by written answers to questions.  Should any questions raised by a respondent necessitate a clarification of or an addendum to the RFP; the response or addendum will be posted under the ‘Document’ section of the Submission Tool.
