    Description
    1. Procurement Services (RFP/RFT/RFQ): Provide resources to develop the scope of work, prepare the procurement documents, respond to inquiries, and provide objective evaluation, recommendation, and report of the successful proponent.
    2. Project Management Services: Provide Project Management resources to facilitate and liaison with City staff in managing of small to large scale projects. Services shall include both administrative tasks and technical/engineering expertise as they relate to infrastructure planning, wet weather management, and asset management services. Projects will include water, wastewater, and stormwater master plans, asset management plan update, inflow and infiltration reduction studies, and infrastructure rehabilitation.
    3. Technical Advisory Services (Subject Matter Expert): Provide advisory services as they relate to the key disciplines, which may include internal technical sessions, presentations to council, and strategic planning with key stakeholders.

    The listing of projects may change and will be assigned on an as and when requested basis:

    • Lead Wet Weather Management Initiatives – including but not limited to:
      • Implementation of SSEA specific recommendations.
      • Oversite of CSO Subsidy Program applications.
      • Management of a working GIS file and pre-post reporting.
      • Potential downspout disconnection program and weeping tile disconnection program.
    • Lead Field Data Collection and Maintenance Program
      • Flow Monitoring
      • Hydrant Testing
      • CCTV
    • Management of Hydraulic Models (water, wastewater, stormwater)
    • CIPP Prioritization (annually) - includes sewers, laterals, and manholes
    • Stormwater Outfall Investigation (ongoing)
    • Wastewater Master Plan (ongoing)
    • Stormwater Master Plan (May 2024)
    • Water Master Plan (May 2024)
    • Asset Management Plan (ongoing)

     

    The successful proponent will be required to work at the City of Port Colborne Engineering and Operations Center a minimum of 2-days a week during the term of the contract.
