    Description
    To establish a Media Planning and Buying Services Vendor of Record (VOR) that will be drawn from, to provide media services to ministries and some government agencies when required. The VOR will comprise of multiple companies contracted to Supply Ontario on a non-exclusive basis.
    Ministry and agency campaigns can vary greatly in terms of campaign objectives, target audiences, budget levels and duration. A VOR approach – which will comprise of a pool of media agencies of different sizes and specialties - will allow each ministry and government agency to select a media partner that is best suited to their specific campaign needs.
    Individual campaign assignments will be awarded competitively through an invitational Second Stage Selection Process. This process will be managed by Supply Ontario in accordance with Supply Ontario’s best practices and procedures.
    Successful companies must demonstrate established capabilities in media strategy, planning, negotiation and purchasing across all media types and platforms. This includes English, French, Indigenous and multicultural campaigns across Ontario and could also include other provinces, U.S. and overseas markets.
