    Charter and research services for cetacean survey efforts off southwest Vancouver Island, BC 
    
    Contract Duration: June 17, 2013 – October 31, 2013, with options to renew for one additional one year period. 
    Objective: Contract for up to 40 days of custom day-charter cetacean survey and research effort off southwest Vancouver Island, seeking observations and encounters with killer whales and other cetaceans to obtain photo identifications and prey samples, as well as acoustic recordings. The successful bidder will be responsible for both the vessel operations related to the survey effort and independently conducting the research services required. Bidders must remain on "standby" for the duration of contract to conduct full day or partial day trips from a southwest Vancouver Island location, often with less than 24 hours notice. Prior cetacean research experience is required. 
    Seeking a per diem rate, exclusive of fuel costs. Payments invoiced monthly or as needed.

    It is further requested that all clarification and questions be received not later than seventy two (72) hours prior to the closing date and time. Although every attempt will be made, the Department of Fisheries and Oceans cannot guarantee that clarification or questions received beyond this time period will be answered prior to the RFP closing date and time.
    
    Requests will be answered by the Buyer or forwarded to the appropriate technical contact for reply. Dependent on their nature, comments or answers will be returned via email from the Buyer or through an addendum to the RFP should the information be applicable to all Proponents.
    
    The Crown retains the right to negotiate with suppliers on any procurement. The lowest or any tender will not necessarily be accepted.
