Establishment Of A Collaborative Annual National Radon Outreach Campaign Solicitation #: 1000148816 Closing Date: July 8, 2013 Time: 3:00 p.m. EDT This requirement is for the department of Health Canada. Title: Establishment Of A Collaborative Annual National Radon Outreach Campaign Introduction: The Radiation Protection Bureau at Health Canada (HC) leads an on-going National Radon Program (NRP) with the goal of reducing the health risks associated with indoor radon exposure in Canada. A key element of the NRP is to raise awareness and educate Canadians about the actions they can take to reduce their risk from radon exposure. The NRP began in 2008 and was initially focused on identifying the scope of the problem in Canada and communicating the health risks from indoor exposure to radon across the country, in particular to those areas or groups at highest risk. The second phase of the Program, which began in 2011, is focused on encouraging Canadians to take action to reduce their exposure to radon in indoor air, creating opportunities for key stakeholder groups, such as health care, building and construction industry and NGOs, to develop their own radon outreach activities and encouraging the development of provincial/territorial and community radon programs. This requirement and the resulting contract does not include any mandatory services provided exclusively by PWGSC (Public Opinion Research and Survey, Advertising Services and Audio Visual Services). Estimated Value: The total value of any contract resulting from this Request for Proposal (RFP) shall not exceed the sum of $150,000.00 in the first year, and $150,000.00 in each of the four (4), one year option periods should they be exercised for a total cumulative value of $750,000.00, taxes extra. Security Requirement: There is no Security associated with this requirement Mandatory Requirements: Attention Bidders: Write beside each of the criteria the relevant page number(s) from your proposal which addresses the requirement identified in the criteria. M1 The Bidder must have a minimum of three (3) years experience within the last five years from date of this RFP in outreach and education in the area of environmental and/or health related issues. M2 The Bidder has proposed the following resources: Project Manager - The person assigned to this category of service must have a minimum of three (3) years experience from date of this RFP in project management, with experience in managing national outreach / social marketing projects Radon Outreach Committee Chair – Must have two (2) years experience from date of this RFP in engaging or collaborating with provincial and municipal governments and experience establishing and coordinating multi-stakeholder committees National Campaign Coordinator ¬ The person assigned to this category of service must have a minimum of two (2) years experience from date of this RFP in social marketing or health related outreach campaigns, with experience in managing media relations and promotion. M3 The Bidder must provide a minimum 2 projects completed within the last 5 years of this RFP demonstrating their experience in: • Engaging or collaborating with provincial and municipal governments • Establishing and coordinating multi-stakeholder committees on environmental and/or health related issues • Delivering collaborative outreach or education programs on environmental or health related issues • Developing and delivery of large scale national outreach campaigns that incorporate the use of both traditional and online social marketing resources, tools and approaches. All four elements above are not required for each project however the experience for all three elements above must be demonstrated within the two projects provided. M4 The Bidder must demonstrate the ability to establish and promote a national radon action month in Canada. The Bidder must provide a clear and detailed work plan describing how a national radon action month would be established and promoted including opportunities for co-promotion with key stakeholders and Health Canada.
