In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Provinces of Alberta, Saskatchewan and Manitoba and North Western Ontario, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Source List to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located in various locations in the above listed Provinces.

The objective of this Request for Abbreviated Proposal (RFAP) is to select three (3) firms, who will placed on a Source List (SL) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $600,000.00, for a period of three (3) years from the date of the SL establishment.

If mutually agreed between the Consultant firms and DCC, the SL may be extended for up to one (1) additional year period and increased in the order of $200,000.00 at any time, resulting in a total possible maximum value of $800,000.00 for the SL.

Commissions under the SL are expected to be valued between $5,000 and $50,000; the maximum value of a Commission is $75,000.

The SL is not a commitment by DCC to spend the entire or any amount.

Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relate to achievements and experience, technical and managerial expertise. The three (3) highest ranking firms selected through the evaluation process, including a factor for the price element, will be invited to be included in the source list.
