REQUIREMENT By means of this RFP, NRCan is seeking proposals from Bidders to provide vegetation/vista clearing services relating to clearing part of the international boundary between the Yukon Territory in Canada and state of Alaska. Because there are two (2) zones that need clearing, NRCan will be awarding up to two (2) contracts. Bidders have the option to bid on one zone or both separately. CONDITIONS OF THE REQUEST FOR PROPOSAL (RFP) There shall be no direct payment by NRCan for costs incurred for the presentation and submission of proposals in response to this RFP. ESTIMATED CONTRACT PERIOD The estimated period of the contract will be for approximately 8 to 10 months. SOLICITATION/BID CLOSING DATE AND SUBMISSION OF PROPOSALS The deadline for submissions of bids in response to this RFP is July 5th , 2013 @ 14:00 (E.S.T.). Proposals not received in the Bid Receiving Unit by the closing time, will be return to the Bidder unopened. ENQUIRIES All enquiries concerning this RFP must be submitted in writing to the Contracting Authority as early as possible within the bidding period. Enquiries must be received no less than ten (10) calendar days prior to the bid closing date to allow sufficient time to provide a response. Enquiries received after that time may not be able to be answered prior to the bid closing date. MANDATORY REQUIREMENTS 1) The Bidder MUST have a minimum of eight months’ experience clearing vegetation in remote regions, and provide a summary demonstrating this experience. 2) The Bidder’s proposed Supervisor MUST have a minimum of eight months’ previous experience as an On-Site Supervisor for Work requiring the clearing of vegetation in remote regions. 3) The Bidder’s proposed Survey Instrument personnel, or proposed Subcontract Survey Instrument personnel, MUST have a minimum of one year’s experience or an equivalent amount of training (or combination thereof), in the use of survey instrumentation. 4) The Bidder MUST demonstrate that all of its proposed personnel to perform the Work have a minimum of six months’ experience or an equivalent amount of training (or combination thereof) in the clearing of vegetation involving tree felling and/or in the use of chain/brush saws. 5) The Bidder MUST provide an equipment list demonstrating that the Bidder has, as a minimum, the following types of equipment suitable to perform the required vegetation clearing safely and effectively. 6) The Bidder MUST provide a Preliminary Plan detailing its proposed approach. RIGHTS OF NRCAN NRCan reserves the right to: - Seek clarification or obtain verification of statements made in a proposal; - Reject any or all proposals received in response to this RFP; - Enter into negotiations with one or more Bidders on any or all aspects of its proposal; - Accept any proposal in whole or in part without prior negotiation; - Cancel and/or re-issue this RFP at any time; - Verify any or all information provided by the Bidder with respect to this RFP including references; - Retain all proposals submitted in response to this RFP; - Declare a proposal non-compliant if NRCan determines during the evaluation phase, that the Bidder does not have the legal status, facilities and technical, financial and managerial capabilities to fulfill the requirements stated herein; - Discontinue the evaluation of any proposals which are determined, at any stage of the evaluation process, to be non-compliant.
